국문 초록

물류산업 지표를 활용하여 지역 별 물류성과 및 생산성 변화를 통한 지역의 자체 노력 성과에 대해 알아보고자 한다. 이를 통해 지역 별 물류성과의 비교와 물류산업 활성화를 위한 지자체의 정책적 효과와 개선방안에 대해서도 살펴볼 수 있다. 2007년부터 2016년 까지의 지역 물류 지표를 활용하여 DEA-Window 및 Malmquist 분석을 실시하였다. 그리고 DEA-Window 결과값을 활용하여 지역 내 총생산(GRDP)과 얼마만큼의 상관관계가 있는지 살펴보았다. 분석결과 DEA-Window 모형에서는 수도권의 물류성과 점수가 비수도권에 비하여 약 10%정도의 비교우위를 갖고 있는 것으로 나타났다. 수도권에 물류산업 자원이 집중되어 있을뿐만 아니라 효과적인 활용이 이루어진 것으로 나타났다. DEA-Window 결과값과 지역 내 총생산(GRDP) 간 상관분석을 실시한 결과의 유의수준이 0.05 이상으로 나타나면서 물류성과와 지역 경제규모 간에는 유의미한 상관은 없는 것으로 나타났다. 그리고 Malmquist 분석을 통하여 시도별 자체적인 노력의 성과와 기술적 성과의 변화율에 대하여 살펴보았다. DEA-Window 분석 결과와는 반대로 비수도권 지역에서 약 3% 정도 수도권에 비하여 생산성의 우위를 가지는 것으로 나타났다. 그러나 생산성의 향상과는 달리 지역 간 물류성과의 차이가 큰 만큼 근본적인 대책 마련이 필요하다. 이를 위하여 지역 내에서 활동하고 있는 물류기업들이 활동하기 수월한 여건 조성이 필요하다. 지역 경제 및 물류산업의 체질을 정확하게 파악하는 것이 중요하며, 이를 통해 확실하고 견고한 방안이 수립되어야 할 것이다. 그리고 무차별적 물류인프라의 확장이 아니라, 지역 내 수요에 맞춘 지역 특화 물류정책의 수립과 이를 실행하기 위한 근본적인 지자체의 노력이 필요하다.

영문 초록

Using the logistics industry indicators, we are looking for changes in logistical performance and productivity by region. Through this process, we can also look at comparing logistics performance by region and how to improve policy. Regional logistics indexes were utilized from 2007 to 2016 and a DEA-Window and Malmquist analysis were performed. We then used the DEA-Window results to look at the correlation with the total production (GRDP) in the region. The DEA-Window analysis showed that logistics performance and score in the metropolitan area were about 10 percent higher than those in the non-metropolitan area. Logistics industry resources were concentrated in the metropolitan area, and effective resource utilization was achieved. Correlation analysis between the DEA-Window results and the total production (GRDP) in the region was performed. Significant levels of more than 0.05 were found to have no significant correlation between the logistics performance and the regional economic scale. And through the Malmquist analysis, we looked at the rate of change in policy performance and technical performance. In contrast to the DEA-Window analysis, about 3 percent of the areas in the non-metropolitan area are more productive than the metropolitan area. However, as there are many differences in logistics performance between regions, measures are needed to solve the problem. To this end, local governments should create an environment in which logistics companies can easily operate. It is important to understand the nature of the local logistics industry. And through this, policies should be established to foster the logistics industry. And it is not necessary to expand the one-sided logistics infrastructure, but to establish regional specialized logistics policies to meet local demand. And local governments’ efforts to foster the logistics industry are needed
