국문 초록

국가전문자격이란 정부의 정책목표 실현을 위해 소관 부처의 개별법에 의해 운영되는 전문자격 제도이다. 물류관리사는 물류 산업 분야의 유일한 국가전문자격 제도로 지난 1997년 최초 도입 이래 올해(2018년)까지 약 30,000여명의 물류분야 전문 인력을 배출하였다. 하지만 높은 법적 위상에도 불구하고 물류관리사는 물류산업 분야에서의 활용도나 자격 소지자의 전문성에 대한 인정 수준이 아직 높지 않으며, 따라서 이의 제도적 개선을 위한 요구가 지속적으로 제기되고 있다. 이에 본 연구는 현재 우리나라 에서 국가전문자격으로 시행되는 150개 법정 제도의 운영 실태를 비교⋅분석함으로써, 오늘날 국가전문자격 제도로서 물류관리사가 차지하고 있는 위상과 문제점을 진단하고 향후 바람직한 제도 개선 방안을 도출하는 것을 목적으로 한다. 이러한 노력은 최근 급변하는 물류산업 수요에 부응하는 동시에, 실질적인 국가 물류 경쟁력 강화에 기여할 수 있는 양질의 물류전문 인력 양성에 유의미한 시사점을 제공할 수 있을 것으로 기대된다.

영문 초록

National specialist qualifications are professional qualifications systems operated by individual laws of the relevant ministries in order to realize government policy goals. The logistics manager is the only national qualification system in the field of logistics industry. Since it was first introduced in 1997, it has produced about 30,000 logistics specialists by the year 2018. However, in spite of its high legal status, the logistics manager is not yet highly recognized in terms of utilization in the field of logistics industry and the expertise of the qualification holder, and therefore there is a continuing demand for systematic improvement thereof. The purpose of this study is to analyze the status of the logistics management as a national specialist qualification system by comparing and analyzing the operational status of the 150 national specialist qualifications that are currently being implemented in Korea. These efforts are expected to provide meaningful implications for fostering high-quality logistics professionals who can contribute to the strengthening of national logistics competitiveness while meeting the rapidly changing demands of the logistics industry.
