지적장애 학생을 위한 전환과 고등교육 프로그램(TPSID) 분석 연구: 미국 대학을 중심으로

국문 초록

본 연구는 미국 교육부의 재정지원을 받아 지적장애 학생을 위한 전환 및 고등교육 프로그램 (Transition and Postsecondary Programs for Students with Intellectual Disabilities, TPSID)을 운영하는 대학별 프로그램의 내용을 분석하여, 우리나라 지적장애 및 발달장애 학생들의 고등교육 프로그램의 발전 방안을 모색하고자 하였다. 전체 총 46개 대학별 프로그램에 대한 개요, 세부 특징, 자격요건에 해당하는 자료를 분석한 결과, 학교별 프로그램 대상, 규모, 졸업연한, 증명 발급, 기본 요건에 있어서의 행정적 정보와 프로그램별 세부 사항으로 목표, 수업의 유형 및 운영 방식에 따른 통합 및 분리 교육, 비교과 참여, 진로개발 활동, 고용과 관련한 공통적인 특징이 요약되었다. 끝으 로, 해당 프로그램별로 학생의 지원 자격에 대한 세부내용을 중등 장애학생을 위한 진학 및 진로준비 틀을 기준으로 분석한 결과, 지원자 학생의 전환 역량, 학업적 역량, 대인관계 역량을 강조하는 것으로 나타났다. 주요 결과를 기초로, 국내 지적장애 및 발달장애 학생들을 위한 대학 지원체계 구축 및 개선 방안 모색과 대학진학을 위한 학생 역량 강화와 관련된 유기적 교육 지원 두 가지 측면 에서 논의점 및 제언을 제시하였다.

영문 초록

In order to promote better practices in higher education for students with intellectual and developmental disabilities in Korea, this study was conducted to analyze the projects of the Transition and Postsecondary Programs for Students with Intellectual Disability (TPSID) funded by the US Department of Education. The data from a total of 46 university programs were analyzed for program outlines, detailed program features, and qualification requirements. The contents of university programs were classified into two categories: administrative information (e.g., target students, school size, program length, academic/employment credentials, program requirements for admission) and program details (e.g., course types, information for inclusive and special classes, extracurricular activities, career development activities, employment). Finally, the qualification requirements were analyzed using the college and career readiness framework for secondary students with disabilities, emphasizing the importance of students’ competencies for transition, academics, and social skills. Based on the major findings, we discuss the implications for establishing and developing the system of university supports for students with intellectual and developmental disabilities, as well as for enhancing educational supports to develop student capacities for higher education.
