도시형생활주택 중 원룸형 주택 범죄예방을 위한 가이드라인 개발에 관한 연구

국문 초록

본 연구는 1인 가구가 많이 거주하는 도시형생활주택 중 원룸형 주택을 대상으로 범죄예방을 위한 가이드라인을 개발하였다. 연구방법으로는 기존 가이 드라인 분석을 통해 원룸형 주택에 적용 가능한 항목을 도출하였다. 최종 도출된 가이드라인(안)에 대한 적합성 및 실효성을 검증하기 위해 8명의 전문가 자문을 실시하였고 자문방법은 각 63개의 세부 가이드라인의 대한 적합여부를 4가지 카테고리(선택, 삭제, 수정, 추가)로 나누어 조사하고 세부 가이드라 인에 대하여 자문의견을 정리하였다. 정리된 자문의견을 바탕으로 가이드라인을 그대로 유지하여 적용하거나 수정 또는 삭제를 하였고 수정된 가이드라인은 그 수정근거를 제시하였다. 연구결과를 요약하면 영역별 기존 가이드라인 에서 용어정의 및 공간의 범위가 모호했던 ‘대지경계’, ‘자연감시가 가능한 공간’등의 가이드라인에 대해 조작적 정의를 내리고 자연감시가 가능한 공간의 범위를 보행로와 건물 주 출입구에서 감시가 가능한 공간과 같이 구체적으로 제시하였다. 또한 조명 설치에 대한 가이드라인은 기존에 모호했던 ‘사각지대가 발생하지 않도록 조명을 설치’, ‘야간 시 식별이 용이하도록 조명 설치’와 같은 가이드라인에 대해 KS 조도규정을 근거로 공간별 정확한 조도(Lux) 값을 제시하였다. 그 밖에 현재 공급된 도시형생활주택 현황상 실효성이 떨어지거나 타 법령을 통해 이미 가이드라인과 같이 실행되고 있는 항목들은 본 가이드라인에서 삭제하였다. 또한 도시형생활주택과 같은 소규모 건축물에 적용되기 어렵거나 적용 사례가 많지 않은 가이드라인에 대해서는 의무사항이 아닌 선택사항으로 가이드라인을 제시하였다.

영문 초록

This study developed a guideline for crime prevention for one-room type housing among urban living housing where many single-person household live. The research method derived items applicable to one-room type housing by analyzing the existing guidelines. To verify suitability and effectiveness of the final derived guidelines, eight experts were consulted and the method of consultation was that suitability of 63 detailed guidelines was divided into four categories (selection, deletion, modification and addition) and examined, then, opinions on the detailed guidelines were organized. The guidelines were maintained and applied or modified or deleted based on the organized opinions, and the modified guidelines presented the basis for the modification. To summarize the results of the study, operational definition was made in guidelines such as ‘property line’ and ‘space that has possibility of natural surveillance,’ which had ambiguous definition of terms and range of space in the existing guidelines by area, and the range of natural surveillance spaces was specifically presented such as a space that can be watched on the walkway and at the main entrance of the building. In addition, the guidelines for lighting installation presented accurate Lux values by space based on KS illumination regulation for guidelines including ‘install lightings to prevent the occurring of blind spots’ and ‘install lightings to facilitate the visibility at night’ that were previously ambiguous. Moreover, items that are less effective in the present state of urban living housing supplied or that are already being implemented with guidelines through other laws were deleted from this guideline. In addition, a guideline was presented as an option not as an obligation for guidelines that are difficult to apply to small-scale buildings, such as urban living housing or that do not have many applications.
