국문 초록

국방 분야 경우 부패의 수준이 상당할 수 있다는 점과 폐쇄성으로 인해 외부 감시가 쉽지 않다는 점 등을 고려하면 특히 내부신고의 중요성은 증대한다. 그러나 군 내부신고의 가장 큰 장애는 신고자 보호가 안 될 것이라는 인식이며 이것은 바로 군이 갖고 있는 조직문화에 기인한다. 즉 군은 여느 공직사회보다 상명하복의 계급문화, 연고주의와 온정주의 등으로 내부신고 자체가 여타 기관보다 어려운 것이 현실이다. 이런 상황 속에서 신고자 색출, 인적사항 유출, 인사상 불이익 조치 등 신고자가 불이익을 당하는 반면 피신고자가 제대로 처벌받지 못하는 사례까지 나오다 보니 내부신고에 나서기는 더 어려워지고 있다. 국방부의 내부신고자 보호 관련 제도 및 신고 시스템, 교육 등을 살펴본 후 내부신고자 보호 강화 방안으로 교육 및 홍보의 실질화, 홈페이지 신고 공간의 실질화, 대리신고 도입, 공익신고옴부즈만 도입, 신고자에 대한 인센티브 부여, 단위 부대별 평가지표에 따른 인센티브 부여 등을 제시하였다.

영문 초록

In the defense sector, the level of corruption is substantial and external monitoring is not easy due to the closure. In this regard, the importance of whistle-blowing is increasing. However, the biggest obstacle to the military s whistle-blowing is the perception that there will be no protection from whistle-blowers, which is due to the organizational culture in the military. In other words, it is more difficult for the military to report itself internally than other organizations due to its class culture, nepotism and paternalism. Under these circumstances, it is even more difficult to file an internal report as whistle-blowers are subject to disadvantages such as the search for whistle-blowers, leaking personal information, and taking disciplinary measures against whistle-blowers. After reviewing the Ministry of National Defense s system and reporting system, education, etc., the measure to strengthen the protection of whistle-blowers was adopted to promote education and promotion, to introduce proxy reporting units, and to the introduction of an incentive report.
