중국의 대기오염 감축을 위한 자동차구매제한정책의 실효성에 관한 고찰

국문 초록

도시교통과 환경문제가 날로 악화됨에 따라 중국 대도시를 중심으로 자동차 관련 제한정 책이 실시되고 있다. 자동차 구매와 운행에 대한 제한을 주요 내용으로 하는 정책으로 현재 베이징(北京)을 비롯한 전국 대도시를 중심으로 실시되고 있다. 그밖에 아직 실시하고 있지 않은 다수 도시들이 자동차구매제한정책의 실시를 계획하거나 고려하고 있다. 대기오염의 주범으로 꼽히는 아황산가스와 매연의 배출량 증가는 중국의 자동차 보급 확산과 관련이 깊다. 중국 대도시의 자동차구매제한정책의 실시 배경과 추세, 실효성 등에 대한 연구는 당면한 환경오염문제뿐만 아니라 자동차산업시장 관련 기업에 대해서도 상당히 중요한 의의를 가질 것으로 판단된다. 본 연구의 목표는 갈수록 심각해지고 있는 중국의 대기오염 상황에 맞춰 중국 정부가 해결 방안의 하나로 내놓은 자동차구매제한 정책의 실효성을 분석하는데 있다. 이를 위해 최근 몇 년간 중국에서 발생한 대기오염의 피해 상황을 검토하고 자동차구매제한 정책 관련 중국 정부의 대응 방안에 관해 살펴보고자 한다.

영문 초록

As the air pollution in the big cities of China becomes increasingly serious, The Chinese government enacted automobile-related restrictions. Most of these policies are car purchase restriction or driving restriction. The objective of this study is to analyze the effectiveness of the automobile purchase restriction policy. And considering development Potential of Chinese Automobile Industry Market, will study the prograss direction of the Car purchase restriction policy to prevent the spread of air pollution in the future. In addition, I will review the damage caused by air pollution in China in recent years and look at the response of the Chinese government about the automobile purchase restriction policy. The Chinese government s policy to restrict the purchase of automobiles shows opposite effects of positive and negative. The positive effect is that traffic congestion problems are somewhat resolved in some cities. It is also positive that the Chinese government recognizes the seriousness of the urban environmental pollution problem and shows a slight change In a lukewarm attitude. On the other hand, the negative effect is that China s restriction on the purchase of automobiles is a restrictive policy for the increase of vehicles, and it does not limit the amount of car ownership. To conclusion is almost impossible to fundamentally solve the transportation and air pollution problems of large cities in China by implementing the car purchase restriction policy. It is expected to only slow down the rate of rapid increase, and the sustainability of the policy is also unclear. Nevertheless, China s auto purchase restriction policy is expected to spread for the time being
