국문 초록

최근 ‘4차 산업혁명(the fourth industrial revolution)’이 시대의 화두로 부상하면서 전세계적으로 경제발전과 산업혁신의 국가전략을 지배하는 담론이 되어가고 있다. 특히 한국은 대통령 직속의 4차산업 혁명위원회, 국회의 4차 산업혁명 특별위원회가 신설되고 4차 산업혁명 기본법 제정이 논의되는 등 4차산업혁명에 대한 관심과 정책적 노력이 강화되고 있다. 그러나, 이러한 관심과 정책적 비중에도 불구하고 4차 산업혁명에 대해 3차 산업혁명의 연장이라는 반박과, 실체가 없다는 비판 등 다양한 논란과 이견이 존재할 뿐만 아니라 한국의 4차 산업혁명이 담론을 뛰어넘는 구체적 전략과 정책이 부재하다는 성찰도 존재한다. 4차 산업혁명 연구 또한 독일의 <인더스트리 4.0>, 혹은 산업별 동향과 전망 연구 등에 치우쳐 있고, 세계 주요국들이 4차 산업혁명의 시대를 어떻게 준비하고 추진해가고 있는 지에 대한 비교연구는 취약한 현실이다. 4차 산업혁명의 담론이 실제 어떻게 현실에서 반영되고 구체화되는지를 연구하기 위해서는 세계 주요국들이 이를 어떻게 대응하고 준비해 가고 있는 지를 고찰하는 것이 주요한 참고가 될 수 있다. 이에 본 논문은 세계 제2위의 경제대국이면서 최근 기술혁신 분야에서도 빠른 속도로 미국을 추격해가고 있는 중국의 4차 산업혁명 담론과 전략, 그리고 추진 체계를 분석하는데 목적을 둔다. 이를 통해 한국의 4차 산업혁명 담론과 정책, 추진 거버넌스를 구체화하는 데 정책적 참고를 제공하고자 한다.

영문 초록

Recently, the fourth industrial revolution has emerged as a buzzword of the times and it is becoming a discourse that dominates the national strategy of economic development and industrial innovation all over the world. In particular, interest and policy efforts of the 4th industrial revolution have been strengthened in Korea, with the 4th Industrial Revolution Committee of President, the 4th Industrial Revolution Special Committee of the National Assembly, and the 4th Industrial Revolution Basic Law were discussed. In spite of this interest and policy weight, there are various controversies and disagreements about the fourth industrial revolution, such as the extension of the third industrial revolution and criticism that there is no reality. There is also the insight that there is no concrete strategy and policy of Korea for the 4th industrial revolution. In order to study how the discourse of the Fourth Industrial Revolution is actually reflected and embodied in reality, one of the main references is to consider how the major nations of the world are responding and preparing it. This study aims to analyze the discourse, strategy, and promotion system of the fourth industrial revolution in China, which is the second largest economy in the world and has recently pursued the US rapidly in the field of technological innovation. Through this, I intend to provide policy reference for shaping Korea s fourth industrial revolution discourse, policy, and governance.
