미국의 동북아시아 냉전전략과 샌프란시스코 체제의 형성

국문 초록

본 연구는 2차 대전이후 미국이 동북아시아에서 추진했던 냉전전략이 아시아·태평양전쟁 패전국 일본과 체결한 샌프란시스코 조약에 어떠한 영향을 미쳤는가를 살펴보는것이다. 미국은 아시아태평양전쟁 이후 영국 등을 중심으로 한 연합국과 함께 일본과 샌프란시스코 조약을 체결하여 전후문제를 처리했으며, 일본과 안보조약을 체결함으로써 샌프란시스코체제를 완성하였다. 이 두 조약 체결이후 일본은 아시아 국가들과 국교를 회복하였고, 미국의 안보우산 제공 하에 비약적으로 경제발전을 이루었다. 그러나 샌프란시스코체제는 냉전이 격화되던 시기에 미국이 동북아에서 소련을 봉쇄하기 위한 봉쇄전략의 일환으로 활용된 것이었다. 이에 따라 패전국 일본에게 상대적으로 유리하게 체결되었으며, 주변국들과 영토문제와 배상문제에 대한 갈등의 소지를 남겨두었다. 미국은 아시아에서 공산주의 세력의 확장을 저지하기 위한 봉쇄전략을 추진하면서 일본을 기지국가화하고, 미군을 주둔시키고 있다. 일본과 주변국들과의 영토문제는 샌프란시스코 조약에서 영토문제에 대하여 명확하게 규정하지 않은 것에서 기인하고 있다. 또한 배상문제도 상대적으로 일본에게 유리하게 적용됨으로써 피해국가들과 마찰을 일으키고 있다. 대소봉쇄전략의 일환으로 일본에게 상대적으로 관대하게 체결되었던 샌프란시스코 조약은 오늘날까지 지역 갈등을 유발하는 근본적인 요인이 되고 있다

영문 초록

The purpose of this study is to examine how the U.S s Cold War strategy in the Northeast Asia, which had been intensifying since the Second World War, affected the San Francisco System establishment concluded with Japan as the defeat of the Asia-Pacific war. After the Asia-Pacific War, the United States concluded a San Francisco treaty with the United Nations, centered on Britain and other countries, to deal with Japan s defeat. Since the signing of the treaty, Japan has recovered diplomatic relations with Asian countries and has achieved remarkable economic development under the provision of US security umbrella. The San Francisco Treaty, however, was used as part of a containment strategy for the US to block the Soviet Union at the height of the Cold War. As a result, it was concluded in favor of the defeated Japan, and left the possession of conflicts with neighboring countries on territorial problems and compensation issues. The United States has pursued a containment strategy to block the expansion of communist forces in Asia, signing a US-Japan security alliance, which bases itself on Japan and stationed US troops. The territorial problem with Japan and its neighbors is due to the fact that the San Francisco Treaty didn t clearly define territorial issues. In addition, the compensation issues are also being applied to Japan relatively charitable, thereby causing friction with the affected countries The San Francisco System, which was relatively generous with Japan as part of a containment strategy, is a fundamental factor in causing regional conflicts to this day.
