온라인 기반 시민참여정치의 탐색적 연구

국문 초록

전 지구적으로 고도정보사회에 진입한 오늘날 온라인 공간은 유력한 정치자원이다. 이 연구는 온라인 참여의 국내외 사례분석을 토대로 정보화 시대에 조응하는 정치변동의 내용과 특징, 그리고 제도적 대안을 탐색한다. 나아가 그 함의에 근거해서 한국 대의민주주의를 혁신할 수 있는 개선의 방향을 모색하고자 한다. 중앙정부와 지방정부, 정책영역과 정치영역의 두 가지 기준으로 4가지 범주를 유형화하여 국내외 14개 사례를 선정하였다. 14개 온라인 참여의 공통점을 추출하여 5가지 특징을 도출하였다. ①시민참여의 양적 확대, ②시민에 의한 정책 통제, ③다양성에 기반을 둔 공론장 형성, ④온라인 정치 공간의 운영과 관리의 제도화, 그리고 ⑤투명한 정보제공에 의한 행위자의 책임성 강화이다. 14개 사례 중 온라인 참여 특성이 가장 명확히 나타난 사례는 지방정부-정책 차원 사례였다. 사례 분석결과, 한국 대의민주주의의 혁신 전략으로 온라인 공간의 민주적 제도화, 온라인 소통과 오프라인 기구의 결합, 온라인의 책임성 강화를 제시하였고 각각의 전략에 대하여 제도 혁신 과제를 도출하였다.

영문 초록

While it has entered the global information society, the online space has become a powerful political resource. This study explores the contents, characteristics, and institutional alternatives of political changes that correspond to the information age based on the case analysis of e-participation. Furthermore, based on the implications, we will seek ways to improve democracy in Korea. Fourteen cases of online - based citizen participatory politics at home and abroad were analyzed and five characteristics were presented. ①quantitative expansion of citizen participation, ②policy control by citizens, ③formation of public sphere based on diversity, ④institutionalization of operation and management of online political space, and ⑤strengthening accountability of actors by providing transparent information. Of the 14 cases, the online participation characteristics were most clearly seen in the local government - policy cases. As a result of the cases study, democratic institutionalization of online space, combination of online communication and offline organization, and strengthening of online accountability were suggested as innovative strategies of Korean democracy.
