국문 초록

본 논문의 연구목적은 한반도경제공동체 건설과 동북아평화협력체제 구축의 연계에 대한 필요성을 규명한 것을 토대로 그 연계의 구상모델과 전략방 향을 모색하는 데에 두고 있다. 이 목적에 따라 본 연구의 분석결과는 다음과 같다. 첫째, 한반도경제공동체 건설과 동북아평화협력체제 구축의 연계 필요성에 서는 한반도경제공동체 건설의 한반도평화체제 구축이 곧 동북아 평화협력체제 구축의 전제조건이라고 보고 각각의 필요성에서 나타나고 있는 불가분의 관계성으로부터 규명해 보았다. 둘째, 한반도경제공동체 건설과 동북아평화협 력체제 구축의 연계전략적 구상모델은 북핵문제의 평화적 해결→한반도 평화체제의 구축-한반도경제공동체의 건설→동북아 평화협력체제(안보협력공동 체, 경제협력공동체)의 형성으로 연계되는 대전략의 방향에서 제시되고 있다. 셋째, 전략방향에서는 한반도경제공동체 건설과 동북아평화협력체제(안보 협력공동체, 경제협력공동체) 구축의 연계전략적 기본목표가 남북경제의 통합된 제도적 틀 속에서 공동번영, 선진복지, 동북아경제중심지의 실현을 추구함 으로써 궁극적으로 남북통합의 완성과 EU와 같은 동북아통합을 달성하는 데에 두고 있다 고 보았 다. 이 런 목 표를 달성 하기 위 한 전 략적 방향 은 한반도와 동북아의 상호이익에도 도움이 되는 상생의 전략(win-win strategy) 을 추구하는 방향에서 이루어져야 할 것이라고 제안하였다. 결론적으로, 현재 남과 북은 한반도 한반도경제공동체 건설과 동북아평화 협력체제 구축의 연계전략 차원에서 동북아평화협력체제의 형성을 위한 한반 도경제공동체의 건설을 조속히 제도화시킬 때라고 주장하였다.

영문 초록

This article is designed to explore the conceiving plan and connecting strategy of building Korean Peninsula Economic Community relating to the peaceful cooperation system of Northeast Asia. The finding are as follows. Firstly, the construction of Korean Peninsula Economic Community is the precondition of the peaceful cooperation system of Northeast Asia. Secondly, The process of Korean Peninsula Economic Community starts from the peaceful resolution of North Korean nuclear problem and the settlement of the peaceful system in the Peninsula. After reaching to building the Korean Peninsula Economic Community, the process ends in forming the peaceful cooperation system of Northeast Asia(Security Cooperation Community and Economic Cooperation Community). Thirdly, the way for getting the goals is proposed to be win-win strategy of establishing Korean and regional integration through north-south economic integration of mutual prosperity, advanced welfare, and regional economic center. In conclusion, Pyongyang and Seoul should institutionalize Korean Peninsula Economic System for building the peaceful cooperation system of Northeast Asia in the context of connecting two systems.
