Post-Development Alternative Ideas Regarding Saemaul Rural Development as an International Development Practice

국문 초록

This essay is aimed at assessing the feasibility of the Saemaul rural development model as an international development case for developing countries, and at suggesting alternative approaches to Korean Saemaul international development practice based on practical analysis. This is necessary because the Korean government invented the values of Saemaul Undong, which represented national modernisation practices in South Korea in the 1970s. Specifically, it invented the so-called Korean rural development model evolving from the old Saemaul idea, but critical obstacles have since emerged. The post-development theory and scheme were adopted to examine and evaluate the Saemaul rural international development model. This challenge originates from criticisms of the neo-liberal idea combined with the modernisation and industrialisation concepts of the Saemaul movement, and makes an argument for an alternative international development practice based on the Saemaul rural development case. To explore the visibility of the Saemaul rural international development model relating to the post-development preliminary to practical analysis, this essay consists of four chapters. In the first chapter, there is a discussion of the origin and evolution of the ‘development’ concept in terms of post-development critical attitudes against liberal ideas. The second chapter deals with post-development alternative ideas and their key factors, such as indigenous customs, women, ecology, and well-being. The third chapter evaluates a critical approach to the post-development theory, while the final chapter looks at post-development ideas as applied in practical cases based on individual countries’ indigenous phenomena. This theoretical path offers a chance to identify an alternative Saemaul international development model that can alleviate all obstacles and address all complaints regarding the one-way programme regardless of indigenous concepts. A further outstanding task is the application of post-development ideas to Saemaul practice in order to facilitate the next research step.

영문 초록

농촌 새마을 운동을 국제개발 모델로 발굴하고 개도국에 적용하는 새마을 농촌개발 프로그램에 대한 새로운 접근을 모색하는데 이 글의 목적이 있다. 이를 위해 국제개발 이론 중 탈 개발이론(Post-Development) 개념을 바탕으로 새마을 운동을 대상으로 한 국제개발 모델 적용 가능성을 검토했다. 이러한 연구는 근대화 혹은 산업화와 연결 된 신자유주의적(Neo- Liberalism) 개발개념에 대한 비판에서 출발하여 도 전적인 국제개발 모델로서의 새마을 운동을 재조명하고자 했다는데 의의가 있다. 탈 개발이론에 기반을 둔 새마을 국제개발 모델에 대한 접근을 위해 먼저 ‘개발’의 개념과 전개에 대한 분석을 시도하였다. 이어 개발에 대 한 하나의 대안인 ‘탈 개발’의 개념과 이를 구성하고 있는 대표적 4가지 요소(토착성, 여성, 환경, 안녕), 그리고 이에 대한 비판의 시각을 평가했다. 이러한 논쟁에 대한 탈 개발이론이 적용된 실증 사례를 살펴봄 으로서 새마을 운동이 새로운 대안으로서 재구성될 수 있는 가능성을 모색했다. 새마을 운동에 대한 탈 개발이론 적용에 실제적으로 도전하 는 것이 향후 연구과제로 남았다.
