국문 초록

본고의 목적은 동아시아 3국의 국가지도자인 박정희, 덩샤오핑, 리콴유 이 세 사람의 국가통치 리더십을 비교분석하고 그 공통점을 찾아내는 데 있다. 이들 리더십의 공통되는 특성은 ‘희망의 리더십’, ‘실용적 리더십’, ‘공공심의 리더십’, 세 가지로 요약할 수 있다. 이들은 자신의 국민들에게 꿈과 희망을 제시하고 국민들은 이에 공감했다. 이들은 국민들로 하여금 자신의 꿈과 비전에 헌신하고 몰입하게 했다. 이들의 리더십은 또한 국가발전이라는 목적을 위해서는 그 과정이나 형식에 얽매이지 않았다는 점에서 실용적이었다. 특히 좌우와 보수ㆍ진보의 이념 구도에 구애받지 않고 이를 넘나들면서 국가를 경영해 나갔다. 이들은 또한 사리사욕보다 국익을 최우선하는 강한 공공심으로 무장되어 있었다는 공통점이 있다. 이들은 사적으로는 검박하고 절제된 삶, 공적으로는 부정부패에 단호한 자세를 견지했다. 이들의 리더십은 한국과 중국, 싱가포르의 건국 또는 건국 후 국가의 토대를 공고히 하는데 큰 공헌을 했다. 이들 세 지도자의 리더십 스타일이 오늘날 우리 사회와 정치에 던지는 교훈 또한 적지 않다.

영문 초록

This paper aims to compare the nature of state leaderships of three East Asian state leaders and consequently identify and analyze their commonalities. The leaderships of Park Chung Hee of the Republic of Korea, Deng Xiaoping of China, and Lee Kuan Yew of Singapore had three commonalities thus identified as: ‘leadership of hope,’ ‘practical leadership,’ and ‘leadership with public spirit.’ First of all, the three leaders provided a dream and hope for their people, who then strongly empathized with it. They were able to drive people to dedicate themselves and to commit to these dreams and visions for a better future for their nations. Secondly, their leaderships were practical in the sense that the manner in which they achieved their policy objectives and the strategies and the methods they employed were not bound by ideologies or formalities. They led their countries and managed state affairs without much regard to specific ideological inclinations. When it deemed necessary to ensure national interests, they free crossed over the ideological lines; the rightist and leftist or conservative and progressive ones. Lastly, the leadership of all three leaders was driven by the public spirit and the mindset to always put national or public interests above private individual interests. These leaders led a plain and frugal life in their private realm, while in the public sphere they took a firm stand against corruption and illegal amassing of wealth. In retrospective, their leadership made a great contribution towards attaining rapid national development and can also be attributed to laying a firm foundation for the advancement of their respective nations to date. Their leadership styles have significant implications for today’s society and politics and indeed today’s leaders can still continue to draw many important lessons from their exemplary leadership.
