조선 초기 울릉도 · 독도에 대한 ‘空島政策’ 재검토

영문 초록

During rhe Josεan period, islands such as Ulleungdo and Dokdo were subject to the ‘KongDo’ Policy. The islands were not under the king s ru1e or protection and were not administrated by the government‘ In fact, these ‘unrecorded’ islands were nor described in any great dεtaìl until the 15thcεntury， when their description appeared in a geography book. This book outlined various featurεs of the islands, such as its size (circumferε， nce， width), population, special prαducts， relics of rustorical significance, distance between towns, adjacent islands, εtc. To learn more about the islands and how they could best be used utilized (e.g. for militarγ purposes), the central gov!εrnment carried out extensÎve investigations.These investigations resulted in the government’s recognition and registration of the small island, ‘Dokdo’, wruch is locatεd in the East Sea. Dokdo was fìrst recorded in Se]ongSilRo셰iRi]i and later, in more detail, in Sin]eungDongKukYeo]iSeungRam, because it was be1ieved to be a ‘golden land where vast fortunes could be accumulated’. The island also garnered interest from ]apan, which recorded it as Susima. Under the ‘KongDo’ Policy, the islands rεmained empty, but under the ‘ Swaeαlul’ Policy, the islands were populated. However, this 5till did not bring the islands undεr the king s rule and proteαion. Another policy, the ‘SunSim’ Policy, did extend protection to the islands and it was generally expected that this would send a clear message tO ]apan regarding the island s status as Korean. Although many credit the ‘KongDo’Policy for developing Ulleungdo-Dokdo and εxtending the king’s protection to the islands (/andclaims), it is actually the ‘SunSim Policy that de따t with thesε issues. The ‘SunSim’ Policy addressed both landclaims and deveIopment and should, thεrefore， be recognized for this.
