국문 초록

본 논문의 목적 (문제의식) 은 안전학의 구축을 위한 요소 및 이슈를 분석하는 데 있다. 특히 재해 리질리언스, 사전부흥, 과학의 개념을 학제적으로 생활 속에서 구현하고 실천하기 위한 이론 및 사례 점검이라 할 수 있다. 첫째, 포스트 위험사회를 대비하는 차원의 재해 (재난) 학 및 안전학에 관한 이론적 고찰이다. 둘째, 재난 현장에서의 일반 시민들의 정서와 감정적인 측면까지 상정 (통합) 한 의사소통 즉 <리스크 커뮤니케이션 (Risk communication) > 이론 (연구) 의 활용이다. 셋째, 재해 발생 이전 (災前) 의 대응 (거버넌스) 에 주목하는 ‘사전부흥’ 개념의 도입이다. 넷째, 안전문화 및 재해부흥문화를 바탕으로 한 ‘안전지수’에 관한 논의가 절실하다. 여기서 안전지수란 개인이 일상생활을 영위할 수 있는 수준의 안전에 관해서 어떻게 인식하고 있으며, 또한 안전을 느끼는 상태 (정도) 에 대한 평가로서 ①심리적 안전 ②제도 시스템 적 안전 ③사회안전 생태계 ④안전의식 (문화) ⑤위험요소 등에 의해 변화되는 것으로 정의한다. 다섯째, 위기 및 리스크 등을 관리함으로써 재해 이전의 상태로 되돌리는 복 원성을 의미하는 ‘리질리언스’ 개념의 도입 및 정착이 매우 중요하다. 결론적으로, 아직 까지도 적절성과 효율성이 미흡한 재해 리질리언스의 구축을 위해서는 재해학 및 안전 학의 구축, ‘리스크 커뮤니케이션’의 적확하고 효율적인 활용, ‘사전부흥’ 개념의 도입과 확산, 안전문화 및 재해부흥문화를 바탕으로 한 ‘안전지수’의 확립이라는 다양한 요소들이 밀접하게 상호 연계되어 있다는 점이다.

영문 초록

The purpose of this thesis is to analyze factors and issues for developing safety studies and disaster resilience. Resilience means the capacity to recover quickly from difficulties, risks, dangers, and/or disasters. In particular, theories and case studies are designed to implement and practice the concepts of disaster resilience and pre-disaster restoration (Build Back Better for Disaster Reduction) using an interdisciplinary scientific approach. First, a theoretical review of disaster and safety studies will be conducted to prepare for a post-risk (dangerous) world. Second, this thesis will use risk communication theory, which is assumed to the emotional aspects of ordinary citizens at a disaster site. Third, it will examine the concept of advance recovery, a concept that focuses on pre-disaster governance. Fourth, it will address the urgent need to discuss a safety index based on safety and disaster recovery cultures. The safety index is an assessment of the level of safety that an individual is able to maintain in his/her daily life and an evaluation of the degree of safety which includes: ① psychological safety ② institutional safety (systemic) ③ social safety ecosystem ④ safety conscious-ness (culture) and ⑤ risk factors. Fifth, it will introduce and update the very important concept of resilience, the efforts to return to pre-disaster status by managing crisis and risk. In conclusion, in order to improve upon a disaster resilience that is currently insufficient in terms of adequacy and efficiency, it is necessary to construct disaster and safety studies, to use risk communication effectively and efficiently, and to introduce and spread the concept of the safety index.
