임진왜란시 조명연합군 지휘체계와 수군파병 과정

국문 초록

기존 연구에서 그 중요성에도 불구하고 파병된 명군의 지휘체계 및 조명연합군의 지휘체계는 크게 주목을 받지 못하였다. 이는 명대 군사지휘체계에 대한 기존 연구 성과가 미흡한 점과 조공체제에서 명군의 조선군 지휘는 당연하다고 인식하는 점 때문이다. 이에 본 연구는 명대 군사지휘체계 및 임진왜란시 조명연합군의 지휘체계를 살펴보고, 수군파병의 논의과정을 시기별로 구분하여 정리하고자 한다. 명나라는 만력연간에 왜구의 침입과 많은 변란으로 여러 지역에 변진을 운영하였다. 변진의 군사지휘체계는 실제 무신들에 의해 군사작전이 시행되었지만, 문관에 의한 통제를 받았다. 문관에 의한 군사력 통제는 황제중심의 국가운영에서 군사적 반란을 제어하기 위한 기재로 필요하였다. 이는 총병관, 경략, 총독, 도독 등의 군사 지휘관을 통해 확인할 수 있다. 임진왜란이 발발하자 명은 파병하면서 문관에 의한 경략을 상위에 두어 군사지휘체계를 구성하였다. 임진왜란 시기에는 황제의 명령을 근거로 명군은 왕명을 받은 조선군을 지휘하였지만, 실제 명군과 조선군의 작전지역의 상이함으로 인하여 지배적인 군사지휘체계가 확립되지는 못하였다. 조선군은 연합작전에 한정하여 명군의 지휘를 받고, 일반 군사지휘체계는 조선군 도체찰사와 도원수를 중심으로 운영되었다. 전통적인 해금정책의 영향과 오랜 기간동안 왜구의 침입으로 명나라의 수군은 매우 낮은 수준에서 운영되었다. 실제 임진왜란이 발발하였을 때, 조선국왕이 피난하고 일본군의 진군이 급박한 상황에서 상대적으로 조선 수군이 해상권을 장악하자 명나라는 파병에서 수군을 전혀 고려하지 않았다. 다만 유사시 일본군의 본토 침입에 대비하여 해안지역의 방비를 강화하였다. 그러나 정유재란시 조선 수군이 패전하여 일본군의 서해 진입이 가능해지자 명은 수군 파병을 본격적으로 논의하였다. 우선 본토의 해안방어를 위해 수군을 강화하고, 조선에 수군을 파병하여 일본군의 본토침입을 사전에 차단하고자 하였다. 진린 이 지휘하는 명 수군은 조선에 파병되어 이순신의 조선 수군과 연합하여 일본 수군과 전투를 벌였다. 조명연합수군은 지상에서의 조명연합군보다 연합작전을 효율적으로 진행하여 전략적으로 역사적으로 중요한 노량해전에서 승리하였다.

영문 초록

Despite the strategic and historical importance, the command system of Ming s military force and the command system of the combined Joseon-Ming military force was not fully highlighted in previous studies. Ming runs the military camp many areas because of protect his country from invasion by Japanese pirates and to suppress a revolt in period of the Emperor Wànlì. In reality, the Command system was enforced by military service, but controlled by civil service. It was express that the superiority of civil service to military service. The command system controlled by civil service successfully and forcefully over powered military revolt, in the state operations always centred around the Emperor. This can be confirmed a military commander like, Chongbeunghwan(總兵官), Kyeounglyak(經略), Chongdok(總督), Dodok(都督) and so on. Mind force s commander took the command of the Joseon forces on the ground of emperor s order during the Imjinwaeran(壬辰倭亂). But, in reality, the predominant military command system was not established because operation area of Joseon and Ming s force are far away. Josen forces take orders from Ming s commander only combined operations, the rest of the military command system was operated around Joseon s Dochechalsa(都體察使) and Dowonsu(都元帥). The Ming s navies was very weak because traditional influence of prohibition forward the ocean and invasion by Japanese pirates for long periods of time. The Ming government was promoted to make Joseon to keep stand up to Japan is the way to conserve Ming dynasty. The background of Ming forces participation to the war is based on strategical consideration for the self-protecting policy. But, As fears of likelihood of Japan navies invading mainland Ming rise when the war was broke out again in the year Jungyu(1597). Ming government intensified to coastal defend mainland and discussing send navies. The naval forces of the Ming dynasty, under command of admiral Jin-Rin(陳璘) participated in the effort, and the battle was engaged between the Japanese forces, and the allied fleet of the Joseon and Ming navies. Jin-Rin s Ming navy join Yi Sun-sin(李舜臣)‘s Joseon navy in July 1598, combined Joseon-Ming navies operation was progressed and Yi Sun-sin did great works.
