지휘관 갈등이 전투에 미친 영향에 대한 연구

국문 초록

적과 대치 중인 전선에 배치된 지휘관 간 갈등은 결정적 패인이 될 가능성이 높다. 예로부터 전쟁터에서 지휘관의 리더쉽은 결정적 전투에서 국가의 운명을 결정짓는 가장 중요한 요소였다. 전장의 특성에 따라 다르지만 일반적으로 지휘관의 역 량이 부족할 경우 전장 지휘관으로서 결정적인 결격사유가 된다. 그런데 적과의 대치상태임에도 불구하고 최일선 지휘관 간 갈등은 차후 전투결과에 결정적으로 부정적인 영향을 미칠 것이다. 이 논문은 적과의 대치상태에 있는 지휘관 간 갈등이 전투에 미치는 영향을 동양과 서양의 해전과 지상전 사례를 비교연구한 것으로는 최초라고 할 수 있을 것이다. 개개의 특수한 사례를 일반화시키고자하는 의도하에 임진왜란 과정 중 칠천량 해전과 제1차 세계대전 중 탄넨베르그(Tannenberg) 전투를 선정하였다. 연구방법은 이순신 및 원균 간 칠천량 해전과 삼소노프(Samsonov) 및 렌넨캄프(Rennenkampf)간 갈등사례를 사례비교 연구접근법을 적용하였다. 이에 따라 논의의 전개 순서는 제2장에서는 이순신과 원균 간 갈등이 칠천량 해전에 미친 영향을 전개하기 위해 임진왜란의 전체적인 정황을 먼저 논의한 후 두지휘관 간 갈등을 조명하였다. 그리고 두 지휘관 간 갈등으로 인해 결국 이순신은 하옥되고, 원균이 삼도수군통제사가 되었다. 이후 원균이 지휘한 칠천량 해전에서 어떻게 패배하였는지 그 원인과 과정을 논의한 후 결과에 대해 살펴보았다. 또한 제3장에서는 탄넨베르그 전투에 대한 정황을 파악하기위해서 제1차 세계대전 정세 를 먼저 논의하였다. 그리고 삼소노프와 렌넨캄프의 갈등이 어디에서부터 시작되었고, 실제 탄넨베르그 전투에는 어떻게 영향을 미쳤는지 논증하였다. 사례비교연구 결과, 두 사례가 주는 교훈 및 시사점은 한 전선에 갈등을 일으키는 지휘관을 배치 하지 않아야 한다는 것이다. 이에 따라 국가의 최고정책결정자 및 최고지휘관은 최전선의 지휘관을 병립시키기보다는 지휘계선상을 명확히 하고, 단일지휘관을 두어야 한다는 것이다. 또한 최고정책결정자 및 최고지휘관은 전투지휘와 관련해서는 일선의 지휘관에게 전략지침외에는 일절 간섭하지 않아야 한다는 것이다. 향후에는 과거 전투의 승패원인에 대한 연구를 바탕으로 하여 미래 전장상황에서의 대처방안을 이끌어 내어야 할 것이다.

영문 초록

Conflicts among commanders stationed at frontlines could serve as a critical reason for failure. From old times a commander s leadership in battle was the most important element that could determine the outcome of a critical battle that decided the fate of the country. Although it might differ with the characteristics of the battlefield, but generally the commander s incompetency translated to disqualification. Frontline commander s conflict may affect negatively to battles oncoming. This paper is the first to compare eastern and western naval battles and land battles to examine the effects of conflicts between frontline commanders. In order to generalize individual special cases, Chilcheonyang naval battle of Yimjinwaeran and Tannenberg battle of WWI. Conflict cases between Yi Sun-sin and Won Gyun of Chilcheonyang naval battle, and Samsonov and Rennenkampf is utilized for a comparative analysis. Accordingly, chapter II a general synopsis of Yimjinwaeran is discussed in order to look into the effects of conflicts between Yi Sun-sin and Won Gyun on Chilcheonyang naval battle. Conflict led to imprisonment of Yi Sun-sin, and Won Gyun became Sameosugun-Tongjaesa. After that, the reason and process of losing Chilcheonyang naval battle commanded by Won Gyun is discussed followed by conclusions. Also in chapter III, in order to discuss the situation of the battle of Tannenberg, the synopsis of WWI is first reviewed. And proved where the conflict between Samsonov and Rennenkampf began and how it actually affected the battle of Tannenberg. As a comparison result, lessons learned from the two case studies suggests that one should not colocate conflict inducing commanders on the same battlefront. Accordingly, a nation s supreme policy decision maker and supreme commander should clarify the chain of command and post a single commander, not post multiple commanders. Also, supreme policy decision maker and supreme commander should only provide strategic guidance and not interfere with battle command of frontline commanders. Hereafter, research regarding reasons for outcome of battles should serve as a foundation to derive response measures in future battlefields.
