유럽 퇴직연금제도의 시사점 연구

국문 초록

현대사회는 ‘100세 시대’, ‘유병장수 시대’, ‘지식사회’, ‘정보사회’ 등 다양한 키워드를 통해 ‘속도’라는 특징을 나타내고 있다. 그런데 우리나라는 그 ‘속도’를 농업사회, 산업사회 그리고 지식정보사회를 통해 엄청난 속도로 압축적으로 경험하고 있다. ‘속도’를 논할 때 빼놓을 수 없는 것이 평균 수명의 연장 속도를 얘기할 수 있는데 우리나라는 OECD 회원국 평균보다 여자는 2.3년, 남자는 1.4년 긴 수명이지만 그에 따라 우리나라의 고령화 속도도 세계적으로도 빠른 것으로 유명하다. 이렇듯 오늘날 우리는 그 어느 시대보다 풍요로운 생활과 장수를 누리고 있지만 평균수명의 증가로 길어진 노후 생활을 뒷받침 할 수 있는 사회제도가 마련되지 못하여 오히려 고령화와 노후 준비 부담을 떠안게 되었다. 이렇게 등장한 것이 노후 생활의 먹구름을 거두고 수많은 근로자들을 보호할 수 있는 ‘근로자퇴직급여보장법’에 근거한 2005년 12월부터 시행된 ‘퇴직연금제도’이다. 이는 대표적인 복지국가로 알려진 나라들이 많은 유럽을 연구하여 개인의 자조노력을 강화하는 정책 등 여러 제도를 탐구하여 우리나라의 ‘퇴직연금제도’에 개선방향과 시사점은 다음과 같다. 첫째, 국가에서 개인의 노후생활을 보장하는 복지천국이라 알려져 있는 유럽에서도 노후생활 준비에서 개인의 자조노력이 강조되고 있다는 점, 둘째, 자조노력을 통해 노후생활을 보장하기 위해서는 퇴직연금 중심의 노후 소득보장 체계를 강화할 필요가 있다는 점, 셋째 우리 토양에 맞는 노후소득보장체계를 수립할 필요가 있다는 점을 시사점으로 도출하였다.

영문 초록

Modern society is characterized by speed through various keywords such as the age of 100 , the age of the elderly , knowledge society and information society . However, Korea is experiencing its speed at a tremendous pace through the agricultural, industrial, and knowledge information societies. We can talk about the rate of life extension when discussing speed . Women are 2.3 years older than the average age of the OECD member countries, and Men are 1.4 years longer than the average age of the OECD member countries in Korea, it is well known to the pace of aging of our country is also fast worldwide. Today, we are enjoying a richer life and longevity than any other age, but because of the increase in the average life expectancy, we have not been able to provide a social system to support the aging life, rather it became a burden to prepare for aging and old age. This is the retirement pension system implemented since December 2005 based on the Labor Retirement Benefit Guarantee Act , which can save many workers by removing the dark clouds of old age. This study explored various systems such as the policy of countries known as typical welfare countries and studying a lot of Europe and strengthening self-help efforts of individuals, and found improvement direction and implications for retirement pension system in Korea. it is suggested that first, in Europe, which is known as a welfare paradise that guarantees the elderly life of the individual in the country, the self - help efforts of the elderly are emphasized, second, it is necessary to strengthen the retirement income security system, which is centered on retirement pensions, in order to guarantee old age through self-help effort, third, it is necessary to establish an old-age income guarantee system suitable for our soil.
