국문 초록

우리나라는 청렴과 청렴교육에 대한 인식과 관심이 높고 정책적으로 다양한 노력을 기울여 왔음에도 여전히 청렴 수준을 평가할 수 있는 부패지수에서 부정적인 결과를 보여준다. 이것은 우리 사회 전반의 청렴 의식이나 청렴교육이 지닌 문제점들이 쉽게 해결되지 못하고 있음을 암시한다. 이에 본 연구에서 국가의 규모나 경제 수준의 차이와 상관없이 청렴교육을 시행하는 여러 나라들(미국, 중국, 일본, 인도네시아, 마케도니아)의 구체적인 초ㆍ중등 학교의 청렴교육 현황과 실태를 분석하여 우리의 청렴교육 발전을 위한 시사점을 얻고자 한다. 여러 나라의 청렴교육의 현황과 실태를 분석한 결과, 청렴 의식의 확산과 효과적인 청렴 교육의 운영을 위해 요구되는 것은 크게 두 가지이다. 하나는 정부나 여러 기관에서 요구되 는 정책적인 노력이며, 다른 하나는 개인의 노력이다. 전자 는 국가 정책이나 제도, 법, 시스템 등에 해당되며, 후자는 교육활동과 프로그램, 캠페인 등에 해당된다. 우리 사회 전반에 걸쳐 부패를 척결하고 청렴의식을 확산하기 위해서는 어린 시절에서 성인에 이르기까지 청렴의 중요성을 강조하는 법과 제도, 교육과 캠페인, 그리고 다양한 문화 행사 등이 지속적으로 이루어질 필요가 있다.

영문 초록

Although Korea has been highly aware and interested in integrity and integrity education and has made various policy efforts, it still shows negative results in the corruption index which can evaluate the level of integrity. It implies that the problems of integrity and integrity education in our society are not easily solved. In this study, it is analyzed the actual condition and current status of the elementary and secondary school integrity education of various countries(USA, China, Japan, Indonesia, Macedonia) that are implemented integrity education regardless of the size or economic level of the state. And it can be obtained some implications for the development of integrity education. As a result of analyzing the actual condition and current status of the integrity education of various countries, there are two major requirements for the spread of the awareness of integrity and the effective management of the integrity education. One is the policy effort required by the government and other institutions, and the other is the individual effort. The former corresponds to national policies, institutions, laws and systems, and the latter corresponds to educational activities, programs and campaigns. In order to prevent corruption and spread the awareness of integrity throughout our society, it need to be continued laws, institutions, education and campaigns, and various cultural events that emphasize the importance of integrity from childhood to adulthood.
