국문 초록

본 논문은 한국의 복지옴부즈만의 운영실태를 분석하고 복지서비스의 질적 향상 방안을 찾는 것을 목적으로 한다. 부패방지와 인권보호와 관련하여 중앙정부와 지방자치단체에서 복지옴부즈만 제도의 정착과 발전을 위해 합심된 노력을 기울이는 것이 매우 중요하다. 스웨덴에서의 역사적 발전경험은 우리에게 행정부와 정치권으로부터 독립성이 확보되고. 복지 전문지식을 가진, 그리고 책임성 있는 인권전문가로서의 복지옴부즈만의 설치가 제도의 성공적인 운영을 위해 매우 중요하다는 점을 말해준다. 더불어 중앙정부와 지방정부 간에 건설적인 복지옴부즈만 네트워크가 만들어진다면 향후 고충을 제기한 시민에 대한 민주적인 대응성과 효과적인 행정절차의 향상을 위해 바람직한 정책효과를 가지고 올 것이다.

영문 초록

This paper aims to analyse the current operation system of welfare ombudsman and seek the ways of quality improvement of welfare service in Korea. With respect to anti-corruption and civil rights, it is of salient importance to make concerted efforts for the establishment and development of welfare ombudsman in the central and local governments. Lessons from historical development process of the ombudsman system in Sweden also indicate that some elements such as independence from administrative and political authorities, ombudsman with welfare expertise, and human rights expert with accountability should also be taken as the most significant factors for the successful operation of welfare ombudsman in Korea. In addition, it could be argued that creating constructive ombudsman network between central and local governments shed light on the development of democratic responsiveness to the civil petitioner and enhancement of administrative procedure.
