경제제재가 무역에 미치는 영향에 대한 시차분포 분석

국문 초록

본 연구에서는 경제제재가 제재대상국의 무역에 미치는 영향을 분석하였다. 횡단면 자료를 이용하는 기존의 연구들과 달리 시계열자료를 이용하여 제재가 부과된 후에 나타나는 무역의 반응 패턴을 추정하였다. 1990년대 이후 부과된 6개국의 경제제재에 대하여 알몬(Almon) 모형을 이용하여 무역의 반응모양을 추정하였다. 일반적으로 제재대상국의 무역은 제재 부과 이후 4 또는 5분기 동안 감소하다가 반등하는 패턴을 보인다. 제재부과 후 10 내지 12분기 후에는 영향이 사라져 이전의 상태를 회복한다. 그러나 무역의 감소 정도나 구체적인 반응모 양에 있어서는 국가별로 많은 차이를 보인다. 이러한 국가별 차이는 경제제재의 효과가 대상 국의 상황에 따라 다르다는 것을 암시한다. 따라서 일률적인 기준에 의한 평가나 일률적인 형태의 경제제재는 주의를 요한다고 할 수 있다.

영문 초록

Purpose : The purpose of this paper is to estimate the response pattern of trade of the target country to the imposition of economic sanction. Different from previous cross-section analysis, time series analysis may deliver us different implications for the success or failure of the sanction. Research design, data, methodology : Using quarterly trade data around the sanction imposition quarter, this paper estimates the dynamic shape of the response of trade between the sender and the target countries. Almon distributed lag model is estimated. Results : According trade of target begins to drop by the imposition of sanction. After four or five quarters it bounces back and recovers to the level before the imposition in about ten to twelve quarters. However, the shapes of the response are different across countries or cases. Conclusions : The response patterns are so various that care must be taken when we link the success or failure of the sanction with simply aggregated total cost to the target
