해외여행 안전경보제도의 개선방안 비교연구

국문 초록

국민안전보장을 위한 정부시스템의 수준은 선진국의 지표로 간주될 수 있다. 더욱이 재외국민에 대한 안전보장제도는 국격에 직결되는 요소이다. 최근 내국인의 해외여행이 폭증하면서 재외국민 안전에 관련한 정부역할의 중요성이 부각되고 있다. 외교부 등 정부기관들이 국민의 해외여행 안전활동을 위한 다각적 노력을 전개하고 있음은 물론이다. 그러한 제도 중에서 대표적인 정책으로 해외여행경보제도가 있다. 그런데 최근 해외여행 방법ㆍ수단ㆍ목적 등의 행태가 변화되면서 기존 시스템에 대한 보완의 필요성이 제기되고 있다. 본 연구에서는 이와 관련하여 세 가지 측면에서 개선방안을 제안하였다. 첫째, 안전정보의 구체성이 보완되어야 하고 실시간 현지정보의 제공이 요망된다. 지역의 일반정보와 표준사실의 나열은 국민의 능동적 안전활동을 유도하기에 한계가 있다. 차제에 영국 외교부에서 실시하는 소셜네트워크 서비스의 쌍방향 채널을 이용한 정보의 생성과 플랫폼 형식을 통한 활용이 시행되어야 한다. 둘째, 현재 분리되어 있는 해외여행 안전경보와 특별경보는 통합되어야 한다. 별도의 경보체계는 정보 이용자에게 혼란을 야기할 우려가 있다. 특별경보사항은 여행경보제도의 4단계에 편입되는 형식이 바람직할 것이다. 셋째, 보건관련 안전정보를 여행경보와 결합해야 한다. 예컨대 일본의 감염위험경보발령 제도와 같이 구체적인 질병정보체계를 수립하고 이를 여행경보제도와 연동해야 할 것이다.

영문 초록

The nation s first mission is to protect the people. The nation is also responsible for the safety of its citizens abroad. As the number of Koreans traveling overseas increases, the government is demanding an efficient response. Government agencies such as the Ministry of Foreign Affairs have been carrying out various activities to support the people s overseas travel safety activities. In particular, the level of public awareness of the overseas travel alerting system has increased. As the overseas travel of the people changed, institutional modification was requested. This study proposed three development plans. First, it is necessary to supplement the specificity of safety information and update the local information. Safety information can be evaluated to be superior to more detailed information. General information about the area does not help the people. As practical safety information may be useful to reflect real-time local conditions, it should be considered how to generate and use local information using interactive channels of social network services, such as the UK Ministry of Foreign Affairs. Second, it should integrate overseas travel safety alarms and special alarms. It would be desirable to unify the two pieces of information as they may cause confusion for the public. Third, infection safety nformation should be integrated with travel alerts. Overseas travel alerting system emphasizes information on prevention of crime and terrorism.
