국문 초록

일반적으로 사회의 치안환경은 사회ㆍ기술ㆍ환경ㆍ인구ㆍ정치ㆍ경제ㆍ자원 등과 같이 수 많은 다양한 요인들이 복합적으로 작용하고 있고, 치안환경 변화에 영향을 주는 요인 역시 다양한 요인들이 제시되고 있다. 이렇게 다양한 요인들이 복잡하게 작용함으로 인하여 우리나라의 미래 치안환경은 과거에 비해 매우 복잡하고 예측가능성이 낮은 상황이 지속될 것이다. 사회 환경 변화에 따른 국민의 안전에 대한 불안감과 사회적 불안감의 확산은 국민들이 국가 공권력의 확대와 강력한 치안활동의 대안을 요구하게 되었고, 국민의 안전 확보와 치안활동에 대한 새로운 개념정립이 필요하게 되었으며 그 대안으로 민간경비업무의 영역을 확대하여 국가의 전유물로 생각하던 과거의 사고에서 벗어나 공공부문과 민간부문, 자원봉사까지 포함한 전 사회적인 총제적이고 집단적인 대응의 필요성이 대두되게 된 것이다. 이에 민간경비 업무의 영역 실태와 현황을 분석하고, 민간경비의 발전과 사회환경 변화에 신속하고 질 높은 치안 서비스를 제공하기 위해 민간경비업무의 영역확대 방안을 제시하고자 하였고, 민간경비 업무영역 확대방안으로는 첫째, 민간조사업의 신속한 도입, 둘째, 재난과 재해 예방과 대응에 있어서 민간경비 역할 강화, 셋째, 테러리즘에 관한 민간경비원의 역할 강화, 넷째, 특수경비원이 경비업무를 담당하고 있는 국가중요시설의 영역 확대와 같이 결과를 도출하였다.

영문 초록

In general, the security environment of society is composed of various factors such as society, technology, environment, population, politics, economy and resources. There are also various factors that influence the change of the security environment. Since various factors are complicated, Korea s future security environment will continue to be highly complex and unpredictable. Anxiety about the safety of the public due to changes in the social environment and the spread of social insecurity has demanded the expansion of the national power and the alternative of strong policing activities and it is necessary to establish a new concept of securing the public safety and policing. The alternative is to expand the scope of private security work and to move away from the past thinking of the state as a whole, necessitating a total social and collective response including public sector, private sector and volunteer service. In this study is to analyze the realities and current status of private security work and to suggest ways to expand private security work to provide rapid and high quality security services for the development of private security and social environment changes. The expansion measures for private security work have resulted in the following: First, the rapid introduction of Private Investigation. Second, strengthening the role of private security in preventing and responding to disasters. Third, strengthening the role of private security guards on terrorism. Fourth, expansion of important national facilities where special security guards are in charge of security services.
