지역사회 경찰활동이 시민들의 경찰만족도에 미치는 영향

국문 초록

시민들의 범죄 및 안전에 대한 관심이 날로 커지면서 경찰에 대한 시민들의 만족도 연구도 점차 증가하고 있다. 시민들의 경찰에 대한 인식과 만족도는 경찰에 대한 협조와 지지뿐만 아니라 경찰에 대한 신뢰, 경찰권한에 대한 정당성, 법규범에 대한 태도 등 다양한 측면에 영향을 미친다. 따라서 이 연구에서는 지역요인, 범죄관련요인과 더불어 특히 지역사회 경찰활동이 경찰만족도에 미치는 영향을 실증적으로 검증하고자 하였다. 이를 위해 2015년 대구지역에서 성인들을 대상으로 설문조사를 실시하였고 총 923부의 설문지를 분석하였다. 주요한 분석 결과는 다음과 같다. 첫째 인구사회학적 특성에서 연령과 소득의 영향이 일부 검증되었으나, 다른 중요요인을 함께 고려하면 그 효과가 사라졌다. 둘째, 지역주민들에 의해 이루어지는 비공식적 통제는 경찰만족도를 증가시켰다. 셋째, 주민들의 범죄두려움과 범죄피해경험은 경찰만족도를 감소시켰다. 넷째, 지역사회 경찰활동은 시민들의 경찰만족도를 높였고, 반면 경찰일탈경험은 경찰에 대한 만족도를 감소시켰다. 따라서 경찰은 시민들의 만족도를 향상시키기 위해 주민과 우호적인 관계를 맺을 수있도록 지역사회 밀착적인 경찰활동을 펼치면서도 다른 한편으로는 시민들에게 강압적이거나 무례하다거나 불친절하다는 인식을 주지 않도록 특히 주의해야 할 것이다.

영문 초록

As the importance of crime and safety in the lives of modern people has become more and more important, there has been an increasing study on the public s satisfaction with police. The perception and satisfaction of the citizens of the police can affect various aspects such as cooperation with the police, trust in the police, legitimacy of the police authority, attitude toward the law, and so on. Therefore, this study empirically examined the effects of local factors, crime victim factors, and police-related factors on police satisfaction which may affect police satisfaction. To do this, we surveyed adults in Daegu area in 2015 and analyzed 923 questionnaires. The main results are as follows. First, the effects of age and income on demographic characteristics were found in some models, but the effects were lost when other important factors were considered together. Second, informal control by local residents has increased police satisfaction. Third, residents fear of crime and crime victimization reduced police satisfaction. Fourth, community policing increased the citizen s satisfaction with police, while police deviations decreased the satisfaction with police. Therefore, the police should engage in community-based police activities so that they can form friendly relations with the residents. And the police should be especially careful to refrain from deviant behavior so that they are not perceived as oppressive or unkind to citizens.
