감시ㆍ단속적 근로자 문제점에 대한 고찰:

국문 초록

근거이론에 기반을 두어 문헌분석과 선행연구 고찰을 통해 연구를 구체화하고 관련 기사 및 사례와 전문가의 심층면담을 통해 문제점과 발전방안을 도출해 냈다. 이렇게 도출한 문제점은 크게 임금, 근로시간, 경비업무, 인식 4가지로 나누었다. 첫째, 감시ㆍ단속적 근로자의 경우 임금이 단계적으로 오르고 있음에도 불구하고 오히려 고용이 불안해져 해고될까 봐 두려워하는 것으로 나타났다. 이러한 임금문제는 근본적으로 최저가 입찰제라는 입찰방법의 특성에서 오는 것이다. 둘째, 경비원은 기본적으로 다른 직종에 비해 많은 시간을 근무하고 있고 이로 인해 문제들이 야기되고 있었다. 근로시간이 많아 업무 효율성이 떨어지고 근무자의 건강 등에 문제가 생기는 것 이외에도 아파트 경비원의 근무시간에 대한 문제는 휴게시간, 식사시간 등이 자유롭게 쉴 수 없다는 점에서도 발생하는 것으로 나타났다. 셋째, 경비업무에 대한 문제점이다. 경비원의 본연에 임무보다 택배, 청소 등의 업무에 더 많은 시간과 노력을 투자함으로써 경비원의 직업적인 정체성 혼란과 경비업무의 소홀로 이어질 수 있다. 넷째, ‘용역 깡패’ 또는 ‘경비아저씨’에 대한 이미지로 인해 경비원에 대한 중요성을 인식하지 못하고 본인의 아파트를 지켜주는 경비원에게 폭언이나 폭행을 하거나 경비원이 하지 않아도 될 일까지고 당연하게 시키고 있다.

영문 초록

Study based on grounded theory through literature review and investigation on preceding studies and drew out problems and directions for improvement through related articles, cases and in-depth interviews with experts. Study classified drawn-out problems into 4 categories, which are salary, working hours, security work and recognition; First, intermittent security workers are afraid to be dismissed although their salary is gradually rising, which they perceive may make their employment unstable. This problem of salary basically comes from the bidding method called ‘the lowest-bidding price system.’ Second, security guards are working longer hours than other jobs, which causes various problems. Long working hours lowers work efficiency and causes health problems for the security guards and they do not have proper free time to take rest and have meals. As a measure to solve these problems, various methods of work shift can be utilized. Third, security guards are spending longer hours and making more efforts on cleaning and taking care of door-to-door packages than security works, which can lead to confusion of occupational identity and negligence of security responsibilities. Fourth, owing to the negative images of ‘employed hooligans’ or ‘servicemen’, residents are not aware of the importance of security guards and verbally abuse or even assault them and have them do what they are not supposed to do as if it were natural. Residents simply do not consider them as professionals to keep the facilities safe.
