국문 초록

본 연구는 선행연구들에서 나타난 사회서비스 공공성 측정의 한계를 살펴보고, 향후 관련 연구 들을 위한 방향성을 제시하는 데 그 목적이 있다. 기존의 연구들에서 사회서비스의 공공성 측정은 공공성 추구 주체에 기반을 둔 해석을 중심으로 이루어져 왔다. 이러한 공공성 측정의 한계는 상반된 관점의 공공성 측정 기준을 동시에 적용하고, 사회서비스를 포함하는 공공서비스와 관련된 가치들을 고려하지 못하는 것이다. 공공성에 대한 다양한 개념적 논의들에서 언급된 사회정의, 민주주의, 공평, 공정 등 공공성의 속성, 내용, 기준으로 제시된 개념들은 공공성의 실제 내용이라할 수 있는 공공 가치로써 공공성을 평가할 때 반드시 고려해야 하는 것이다. 이에 본 연구는 공공 가치를 반영하는 공공성 평가의 틀을 재구성하였다. 구체적으로 공공 가치를 반영함 있어 공공의 의미로서 사회구성원인 시민에게 초점을, 가치의 의미로서 성과나 결과뿐만 아니라 공공의 가치가 반영되는 과정과 내용까지 포함되어야 함을 제시하였다. 본 연구는 공공성 평가에 대한 실증적 방법을 구체적으로 언급하지 못하고 추상적인 차원에서 제시했다는 한계가 있지만, 공공성의 본질적 개념으로서 공공 가치를 고려하는 새로운 평가 틀을 제시했다는 점에서 의의가 있다.

영문 초록

This study aims to discuss the limitations of publicness measurement and provide new tasks directions. Despite the discussion of various views, measure of publicness has limitations on the extent of public disclosure, which is considered to be a the public sector. Additionally, previous empirical studies are inconsistent and subject to conflicting measurement criteria. According to this situation, this study review development process of publicness and find that the public s perception of public values, or the ways of determining or simplifying public values, could distort or reduce the meaning of public values. Therefore it need for comprehensive visibility into public and values in terms of publicness. This study specifically suggested that public disclosure of public values in evaluating public values should reflect the process of values, values, and outcomes as a means of achievement, as a means of evaluating public values. The limitation of this study is that has not specifically mentioned the feasibility of public values scrutiny and suggested that it is presented in an abstract dimension. However, this study is meaningful because it presents a new direction for assessment as a fundamental concept of public values and publicness.
