국문 초록

이 연구는 1930~31년 제1, 2회 조선전기사업 조사회 개최 경위와 활동 그리고 조선송전(주) 의 설립과 경영에 주목해서 1930년대 조선총독 부가 추진했던 전력정책의 실상과 성과를 구체 적으로 검토하였다. 종래 연구사의 쟁점이 었던 송전 민영화 혹은 송전 국영화 논의와 관련한 1930~31년 제1, 2회 조선전기사업조사회의 활동과 내용, 1934년 5월 송전 민영화 방침에 입각한 조선송전(주)의 설립과 전력국책을 반영한 지배구조의 특질 그리고 1943년 3월 전력 국가 관리정책에 따른 법인체 해산에 이르는 사업과 경영의 전체적인 궤적이다. 그 결과, 이 연구는 1930년대 조선 전력업의 질서있는 개발경로 확립을 위한 합리적인 경제제도의 설계자 혹은 이해관계의 조정자로서 조선총독부의 역할 그리고 조선송전(주)의 기업형태를 1930년대 조선 공업화를 주도했던 조선형특수회사의 원형으로 위치지울 수 있었다.

영문 초록

This study reviews the realities and outcomes of the electricity policies pushed by the Japanese Government General of Korea in the 1930s, with a focus on the research activities of the Chousen Electric Business Commission between 1930 and 1931 and the business conditions of the Chousen Souden Corporation, which was founded in May 1934. The review discusses the activities and advice of the Chousen Electric Business Commission’s first and second sessions in 1930 and 1931 on the question of whether to privatize or nationalize electricity production. It also discusses the establishment of the Chousen Souden Corporation under the electricity privatization program in May 1934, the quality of the corporation’s governance, and its overall business operations leading to its final dissolution in March 1943 as a result of state control of electric power. The study evaluates previous arguments over the nationalization or privatization of electricity. With the orderly development of electric power on the Korean peninsula in the 1930s, the Japanese Government General of Korea, as a designer of appropriate economic systems and coordinator of the interests and legal form of the Chousen Souden Corporation, played a pioneering role in the development of Korea-based special-purpose companies.
