“愛國班と隣組”(애국반과 토나리구미) : 1940년대 조선 총독부의 전시 제국주의와 호칭의 정치학

국문 초록

이 글은 1940년대 초 식민지 조선의 두 역사적 조건, 즉 전쟁과 제국주의가 만들어내는 식민지 정치 질서와 그 안에 담긴 정치적 긴장감을 ‘애국반’ 호칭 문제를 통해 살펴보고자 한다. 애국반은 조선 총독부가 그들이 구상한 이중적 정치 질서 실현을 위해 내놓은 조직적 결과물이 었다. 이중적 정치 질서란, ‘차이’에 기반한 제국 주의와 근대전이 가지고 오는 ‘동일화’ 효과, 이둘 사이의 균형을 찾는 과정에서 총독부가 구상 한 것으로, 총독부-식민지 사회 사이의 비정치적 공간과 식민본국-총독부간의 정치적 영역을 가리켰다. 이 구조는 일본의 신체제-대정익찬운 동-토나리구미, 이와 병립되는 식민지 조선에서의 조선신체제-국민총력운동-애국반으로 나타 났다. 따라서 애국반이라는 명칭에는, 총독이 조선을 대표하여 제국 수준의 정치에 참여할 수있도록 비정치적 영역에서 총독정치를 지지하고 실천한다는 정치적 함의가 내재되어 있었다.하지만, 총독부 언어 동화 정책의 일환으로 애국반이 주축이 되어 전개된 일본어 전해 운동은 조선인 사이에서 애국반을 토나리구미라고 부 르는 현상을 확산시켰다. 이는 전시 제국주의 정치 질서의 불안정함과 동시에 동화 정책의 한계 지점을 보여주는 것이었다.

영문 초록

With a focus on the newspaper article showing that the Government-General did not like the trend in which Koreans called Patriotic Neighborhood Associations(hereafter Patriotic NAs) tonarigumi, this paper aims to probe into the political order in the early 1940s constructed by two historical conditions- war and imperialismand to investigate the political tension of the mechanism. Patriotic NAs was the institutional outcome for the dual political order designed by the colonial government in search for a political balance between imperialism based on ‘difference’ and the homogenizing effects prompted by the modern war. It signified apolitical domestic relation between the colonial government and the colonial Korean society and political realm between the colonial government and the Japanese government. Its historical expression was Korean New Order- National Total Force MovementPatriotic NAs, juxtaposed with New Order, Imperial Rule Assistance Movement-tonarigumi. Therefore, the name of Patriotic NAs had the political component to assist Rule by the Governor-General confined to the apolitical realm. However, Movement for Daily Use of Japanese, a core vehicle for linguistic assimilation, invited the social phenomena among Koreans calling Patriotic NAs tonarigumi, which not only cracked the wartime imperialistic political order by the Government-General but also disclosed the upper limit of assimilation policies in which excluded political or institutional equality.
