국문 초록

이 글은 오늘날과 같은 교과서 검정제도가 처음 실시된 1990년대를 전후한 시기 곧, 1977년도부터 현재까지 일본 역사교육의 목표와 내용구성, 검정제도와 그 운영, 그리고 동경서적판 교과서 서술의 경향적 특징이 시간의 흐름을 따라 어떻게, 왜 바뀌었는지를 살펴보았다. 교과서의 개선은 문부성의 검정지도와 교과서 필자 사이의 긴장관계 속에서 이루어졌다. 어느 쪽의 의견이 강하게 반영되느냐는 연구현황과 정치적 상황에 따라 바뀌었다. 1990년대 전후 교과서검정의 중요한 기준이었던 주변 국가에 대한 ‘배려’는 문부성의 검정지도와 교과서 서술에서 매우 가변적으로 작용하였다. 일본이라는 가해국이 배려하는 교과서 서술은 학문적 성과에 기초하였지만, 정치적 상황에 따라 학문적 성과와 역사적 진실을 훼손하고 부정당할 소지가 충분하였다. 일본이 천황의 전쟁책임을 근본적으로 인정하지 않는 한, 앞으로의 교과서 검정에서도 배려의 가변성은 계속 작동할 것이다.

영문 초록

Examined in this article is how and why certain things, such as the objective, contents, the qualification system of textbooks and management in Japan’s history education, as well as the characteristics of historical textbooks published by Tokyo books, changed over the years since 1977. The renovation of the textbooks progressed in the amidst of conflicts between qualification examiners of the Ministry of Literature and the textbook authors. Not only the results of academic researches accumulated up until specific time points, but also the political situation of the times, determined which side’s perspective would be more reflected in the textbooks. The recognition of the value of ‘consideration’, which has always been a very important factor to be considered in the textbook examination process since around the 1990s, later turned out to be an optional one in textbook publications. The perspective viewing Japan as an offender was based upon academic researches, and so was the notion that Japan should be more considerate in its history education and textbook publication, but whenever a political climate was rigged in a certain way, then the historical truth would be put in a very vulnerable position. Until Japan officially admits its own responsibility for what happened during the war, the textbook examination system would have no forcible authority to maintain the aspect of ‘consideration’ inside the textbooks.
