역사교육 정상화의 과제와 2007 개정 교육과정의 회복 문제

국문 초록

현재 우리에게 요청되는 역사교육 정상화는 초·중·고등학교 전체 교육과정 안에서 역사교과의 위상을 안정화시키고 학생들 삶의 요구에 따라 학습내용을 체계화하는 일이다. 2007 개정교육과정의 ‘역사’는 2005년 무렵까지 국사와 세계사 교육과정 및 교과서에 대해 제기되었던 비판과 정상화 논의들을 종합적으로 반영한 일차적 결실이었으나, 2009 개정 교육과정으로 인해 그 취지와 정신이 상당 부분 후퇴하였다. 이 글에서는 제7차 교육과정 시기 이후 역사교육 정상화의 논의 속에서 나온 2007 개정 교육과정 ‘역사’의 성취와 한계를 비판적으로 검토하였다. ‘역사’의 설정 취지와 기본 정신, 내용 구성면의 시도 가운데, 앞으로 역사 교육과정 개선 연구와 개발 작업에서 비판적으로 계승해야 할 바를 논의하였다. 이를 위해 2007 개정 교육과정과 2010 부분 수정 교육과정, 2009 개정 교육과정의 ‘역사’, ‘한국사’ 의 성격과 내용 구성 방향을 큰 틀에서 비교하였다. 검토의 결과 2009 개정 교육과정에서는 중학교와 고등학교에서 모두 한국사와 세계사의 연계성이 약화되고 민족 중심 서사가 강화되었다. 중학교 한국사 영역에서는 동아시아적 맥락이 약화되었고, 세계사 영역에서는 상호의존과 교류의 관점이 탈락되었다. 고등학교 한국사에서는 세계사 관련 성취기준이 현저히 줄어들었다. 그 결과 중·고등학교 역사교육의 체계와 내용은 1997년의 제7차 교육과정과 유사한 상태로 돌아가고 말았다. 이 글에서는 현재 역사교육이 처한 상황, 한국사와 세계사 교육에 대한 학계의 논의 상황, 교육과정 비교 검토 결과를 종합하여 2007 개정 교육과정의 ‘역사’가 남긴 유산을 세 가지로 정리하였다. 첫째, 자국사에서 민족사적 관점과 민주적 관점의 공존 및 조화의 가능성을 열었다는 점, 둘째, 인간의 삶을 전체적으로 이해하기 위한 통사적 내용 구성을 탐색한 점, 셋째, 한국사와 세계사의 연계를 통한 역사의 전반적 이해와 삶의 성찰을 추구한 점이다. 앞으로의 역사교육 내용구성 연구와 교육과정 개발에서는 이러한 유산의 계승 문제에 적극적으로 관심을 가져야 할 것이다.

영문 초록

Today, we have great concern about issues and direction of normalizing or reinforcement policy of history education. There are two key questions here, I think, the one is how to assure the security of the subject in the national level curriculum, and to systematize of learning content based on student’s life is the other. 2007 revised history curriculum was the ‘definitive edition’ of many researches and discussions for normalizing history education by 2005. It contained useful and promising suggestions, that can improve the age-long problems of history education. Problems include the western oriented tendency in world history content, narrative structure mired in excessively nationalist ideology and conventional repeated learning in korean history education. But 2009 revised history curriculum, which rough-and-readily developed in 2011, withdrew the important proposals of 2007 revised history curriculum. Nevertheless, intention of reformation 2007 revised history curriculum is still very important, if we are eager for success in the upcoming curriculum development. 2007 revised history curriculum left a large inheritance to us as in the following. First, it opened up the possibility to us that democracy and nationalism can work together as contents selection criteria for the korean history curriculum. This approach make it possible for student’s to inquiry the future value of democracy in history class; peaceful coexistence, conservation of nature, multculturalism, etc. Second, the subject ‘history’ in 2007 revised history curriculum tried ‘total history’ for understanding human life in past and present over all. The remaining task will be to set up the ‘total history’ for young students, with appropriate amount of learning content. Third is the subject ‘history’ itself. It took more integrated approach in organizing learning contents, emphasizing the interrelation of world history and korean history. This organization allows the introspection on various aspect of life and human being in history.
