국문 초록

연이은 우파 정권의 성립을 계기로 역사교육의 정치 도구화가 심각한 양상이다. 뉴라이트 계열에서는 국가정체성을 위로부터 주입하려는 역사교육을 제창하고, 권력의 힘을 빌어 제도 교육에 뿌리를 내리려 한다. 그러나 뉴라이트의 국가정체성 교육은 여러 점에서 허구적이다. 국가정체성의 법적 표현이라 할 헌법 자체를 언급하지 않으며, 반공주의를 자유민주주의와 등치한 채, 체제에 대한 충성을 애국심이라 간주하는 식이다. 제도화된 학교 교육은 헌법적 가치 위에 서야 한다. 그것은 바로 민족의 화해협력과 평화 통일 · 민주화와 균등사회 실현이다. 이보다 더 중요한 것이 주권은 국민에게 있다는 인식이다. 역사교육은 헌법적 가치를 중심으로 내용을 선정하고 조직해야 한다. 역사 학습은 학습자들이 헌법적 가치를 이해하고, 자신이 주권자란 인식을 할 수 있도록 이루어져야 한다. 역사교육은 참여가 세상을 바꾼 사례, 다양한 행위자들의 참여로 만들어진 여러 제도와 질서를 공부함으로써 민주공화국의 가치와 시민의 참여가 갖는 의미를 깊이 이해하는 데 기여할 수 있다.

영문 초록

During recent years, the Right in power has pushed ahead with instrumentation of history education for wrongful partisan interests. The New Right in korea strenuously insist upon ‘nation-dominated education system’ in school history education, and attempt to inject anachronistic, reactionary state identity into the younger generation using governmental power. But New Right’s insistence on state identity education is only a baseless declaration. Above all things, they have no regard for ‘the Constitution of the Republic of Korea’, the legal expression in language of state identity. And to make it worse, they propagate the wrong conception of liberal democracy, that ‘liberal democracy’ and ‘anticommunism’ are the same in essential. According to this idea, patriotism and loyalty toward present power become synonyms. Our public education system must rest on values of ‘the Constitution of the Republic of Korea’. We have to try to make the values come true as soon; national reconciliation and cooperation, peaceful unification, democratized country, open opportunity society for all etc. Faith in sovereignty of the people is more important. So values of ‘the Constitution of the Republic of Korea’ must take the role of the selection standard or criterion for school history content. I believe that democratic history education will raise students who may someday become leaders and citizen of ‘democratic republic’. The virtues of a good citizen include self-awareness as a sovereign based on historical understanding of ‘Constitutional values’. For this, students should be allowed to learn more history of people as main body of reform, and institutional orders made by democratic procedure. In this way history education will do much to make progress our democracy in action.
