수도권의 기업규제에 대한 문제제기

국문 초록

우리는 지난 50년이 넘는 기간 정책을 개발하고 실행함에 있어 효율성을 중요시하여 수도권 지역이 국가의 경제발전에 중심이면서도 국가로부터 법률 등을 통하여 지역주민이나 기업에 대하여 중첩적 규제를 받아 왔으며, 그러한 규제들이 비수도권 지역에 대해서 차별적인 요소로 인하여 비수도권 지역으로부터 규제가 강화해야 할 것을 요구 받고 있다. 이러한 주장에는 국가균형발전이라는 명제 하에 수도권에 대한 규제는 지방의 불균형성장을 막을 수 있는 합리적 방안이며 이러한 이유로 해서 수도권 기업의 규제는 우리나라 경제발전과 더불어 발생한 차별적 규제이기는 하나, 이 규제들이 전부 잘못된 것으로 치부하기에는 문제가 있다. 그럼에도 그 동안 수도권에 대한 국가적 규제는 기업 및 외국자본의 투자유치, 지역주민의 생활편의를 제약하는 등의 문제가 있어 왔다. 구체적인 수도권규제에는 수도권정비계획법 관련규제, 개발제한법 관련규제, 군사시설보호법 관련규제, 한강수계 관련규제 등이 있다. 그럼에도 오늘과 같은 수도권 집중의 문제와 지역불균형 문제는 수도권과 비수도권 간에만 존재하는 문제만이 아니고, 경기도 내 31개 시군이 중첩된 규제로 인하여 기업들의 입지 및 주민들의 기본적인 생활이 보장되지 않는 경우가 많다. 규제로 인하여 차별받았다고 생각하는 경기도북부지역에 대해서는 좀 더 구체적 이고 가능한 규제 완화하여 경기도 안에서도 균형발전을 이룰 수 있도록 노력해야 할 것 이다. 이러한 노력을 통하여 수도권 억제 정책이 정치적, 지역적 인 이분법적인 사고를 떠나 다양한 의견 수렴 및 검토를 우선하여 수립하되, 수도권 집중 억제를 위한 규제 정 책을 유지함과 지역발전 정책을 추진하여 수도권과 지역 간 격차 최소화에 역점을 둔다면 국가적인 균형 발전을 이룰 수 있을 것이다.

영문 초록

We have focused on efficiency when we developed and implemented a policy during the past 50 years. So metropolitan areas was the nation s center of economic development. Nevertheless local residents and businesses in Gyeonggi-province have received the overlapping regulation by the law. Such regulation have been required to be strengthened by non-metropolitan area -those regulation are not affect on the non-metropolitan area. Such regulation are reasonable plan to prevent an imbalance in the local area. Discriminatory regulations as the result of the economic development are not altogether wrong. These regulations had caused the various problems, such as corporate business, investment, local residents life in the meanwhile. Metropolitan Regulation include the Seoul Metropolitan Area Readjustment Planning regulations, regulations for Development control laws, regulations for Military facility protection and regulations for the Han River. Recent regional imbalance is not the problem between the metropolitan and non-metropolitan area. The overlapping regulation make unstable the corporate businesses and daily life of residents in Gyeonggi-province. People who live in northern part of the Gyeonggi-province believed the Metropolitan Regulation caused discrimination and undeveloped in this area. We have to try to the balanced development in Gyeonggi-do by more specific and substantial deregulation. Leaving the political and dichotomous thinking, we should gather opinions for the Metropolitan Regulation by various consultation and review. In conclusion, we can be able to achieve the balanced development if we maintain as well regulatory policies for the metropolitan intensive suppression as policies for the regional development emphasis will be able to achieve a balanced development.
