우리나라 자살발생 실태분석과 대응전략에 관한 연구

국문 초록

최근 우리나라에서는 자살에 대한 보도가 거의 매일 이어지고 있다. 연예인, 대기업임원, 고위공직자 등 사회적 인지도가 높은 사람들의 자살이 보도되고 있고, 사회적으로 소외된 계층에서는 그 보다 훨씬 광범위하게 자살이 발생하고 있다. 실제로 사망원인 통계에 의하면 우리나라의 연령 표준화 자살률이 OECD 회원국 사이에서 2003년 이후 최고 수준을 지속적으로 유지하고 있다. 세계 최고 수준의 자살률 증가는 가족과 사회 및 국민의 고통을 증가시키고, 국가경쟁력과 국가발전을 저해하고 있는 실정이다. 이 연구에서는 2007년도부터 지역별 자살률이 가장 높게 나타난 강원도 지역에서의 자살 실태를 분석하고 그에 따른 대응전략을 제시하고자 한다. 보건복지가족부 등 국가정책적 자살예방종합대책은 마련되어 시행되고 있으나, 강원도의 지역적 특성을 고려한 도정(道政)에 반영될 수 있는 자살예방 정책적 대안을 제시함으로써 강원도민의 쾌적하고 안락한 삶을 담보할 수 있을 것이다. 연구의 내용으로는 자살관련 공식통계의 분석을 통하여 자살의 원인을 도출하였다. 특히 강원도의 자살관련 공식통계를 분석하여 경기변동과의 관계, 소득양극화와의 관계, 가계부실과의 관계, 인구구조와의 관계, 기타 각종 사회적 요인들로 인해 우울증, 급성정신병 등 정신질환 증가 추세에 따른 자살의 증가 등을 중심으로 자살의 발생 원인을 분석하였고, 이와 같은 분석결과를 바탕으로 강원도에 적합한 정책적 대안을 제시하였다. 강원도에서 자살예방을 위한 중점적인 기능은 실무역할의 수행이다. 즉, 지역 특성에 맞게 현장 중심의 자살예방 사업을 기획하고 운영, 모니터링, 평가하는 기능을 수행해야 한다. 따라서 이런 지역사회관리 기능을 통해서 자살위험군, 시도자, 생존자들은 지역사회로부터 직접적이고 지속적인 보호를 받음으로써 자살에 대한 대처능력을 향상할 수 있어야 하고, 더 나아가 지역사회 역시 자살에 대한 충분한 수용력과 대처방안을 수립함으로써 지역사회의 탄력적 대응 능력을 강화하는 것이 필요하다.

영문 초록

There have been reports of suicide almost every day in South Korea of late, particularly among people who have a high standing in the society, such as entertainers, CEOs of large corporations, and high-ranking government officials, but the suicide cases in the socially alienated classes have a wider range of causes, too. Since 2003, South Korea has continuously recorded the highest standards among the OECD member countries in terms of the average age of suicide victims therein, according to the cause-of-death statistics. It also has the highest suicide increase rate in the whole world, causing many South Korean failies and the South Korean society much pain, and obstructing the country s pursuit of competitiveness and development. This study aims to analyze the state of suicide commission in Gangwon-do, whose suicide rate has ranked highest among the different regions in the world since 2007, and to propose response strategies thereto. Although general suicide prevention measures have been prepared and executed based on the related national policy that was set by the Ministry of Health, Welfare, and Family Affairs, proposing policy measures for suicide prevention that can be made part of the regional governance of Ganwon-do and that thus consider the region s characteristics will secure a pleasant and comfortable life for the people of Gangwon-do For the major contents of this study, the causes of suicide in Gangwon-do were determined through an analysis of the suicide-related statistics in the region. It was found that the causes of suicide 수 Gangwon-do are hypochondria, acute psychological diseases, and the increasing number of people with mental diseases owing to the economic changes that have transpired in the region, the extreme differences in the people s incomes, the widening poverty in the household economies, the population structure, and various other social factors. Based on the findings of the study, appropriate pilicy measures for Gangwon-do were recommended. The major function concerning suicide prevention in Gangwon-do is the performance of a practical role. That is, it is necessary to plan, exeute, monitor, and evaluate field-oriented suicide prevention projects that suit the region s characteristics. Therefore, as with the group composed of people at high risk of suicide, those who have tried to commit suicide and the suicide survivors should be directly and consistently protected by the regional society through its management function. The regional society should be able to improve its ability to respond to prospective suicide cases, to come up with and implement measures to prevent suicide, and to develop flexibility in its response to prospective suicide cases.
