경찰의 소년범 다이버젼에 대한 효과성 분석

국문 초록

본 연구의 목적은 경찰단계에서의 다이버젼이 비행청소년의 재범에 어떠한 영향을 미치고 있는가를 분석하여, 경찰의 다이버젼 프로그램의 효과성을 평가하는 것이다. 본 연구의 모집단은 울산 중부경찰서에서 2005년 7월부터 2009년 9월까지 청소년문제전문가에게 위탁되었던 비행청소년 1,198명 중 2009년 8월 한달 간 추적조사에 응한 200명을 분석대상으로 했다. 대부분의 비행청소년들은 경찰조사 당시의 연락처가 바뀌었거나 군입대로 인하여 조사를 진행할 수 없는 경우가 많았다. 본 연구는 사건사분석의 생존표 분석을 통해 경찰처분 후 조사시점까지 비행청소년의 재범가능성의 시계열적 차이를 알아봤다. 또한 다이버젼 참가자를 포함한 비행청소년의 재범에 영향을 미치는 요인을 분석하기 위한 분석모형으로 콕스비례위험모형(Cox Proportional Hazard Model)을 사용했다. 분석결과 가족경제력이 낮을수록 결손가정에서 성장할수록 비행청소년의 재범상태로 이동할 위험성이 더 높았고, 군대경험이 없으며 퇴학경험이 있을수록 재범상태로 이동할 위험률이 높았다. 그리고 절도범죄를 범한 비행청소년은 폭행상해범죄를 저지른 비행청소년에 재범이 발생할 때까지 걸리는 시간의 위험률이 더 높았다. 이러한 연구결과에 바탕하여 경찰은 다이버젼 프로그램의 운영목표, 운영체계, 프로그램 내용 등에 대한 충분한 검토가 있어야 하며, 다이버젼 프로그램의 전문화와 과학화를 위한 정책결정자들의 보다 많은 관심과 노력이 필요하다는 정책적 시사점을 도출했다.

영문 초록

The purpose of this study was to examine the relationship between juvenile diversion programs at police investigation and recidivism of juvenile delinquency in these programs. The purpose of this study was to explore and evaluate the effectiveness of juvenile diversion programs on juvenile behavior. For the purposes of this study, a sample was collected from the 1,198 juvenile delinquent adolescents from the Ulasn police department. Data was collected during July, 2005 through September, 2009. Informed consent was provided and obtained by the 200 participants in this study. The intent of the study was to explore event history analysis and transition rate analysis to determine the impact of these factors on recidivism. For the analysis of the study, researcher conducted a factor analysis of the participants who were involved in juvenile diversion programs and based this analysis on the Cox Proportional Hazard Model. The analysis results identified that those adolescents whose families are financial problem and have a single parent family in adolescent years are more likely to have a high rate of recidivism. Adolescents with military service and previous school expulsions also appeared to be more likely to have a high rate of recidivism. The time series analysis conducted revealed that juvenile delinquent adolescents who were involved in theft appeared to be higher rate of recidivism than adolescents involved in violent criminal activity. Based on these findings, stakeholders of the juvenile diversion programs should evaluate program’s content, operational systems of such programs and the goals of the program as well as consider revising and redesigning such programs to improve effectiveness.
