국문 초록

한국에서 경찰학 관련 연구가 시작된 이래 비교 경찰제도적 관점에서의 각국 경찰제도에 대한 소개가 꾸준히 이루어져 왔다. 각국 경찰제도에 대한 소개는 그동안 대부분 영미법과 대륙법을 중심으로 한 선진 제국의 경찰 소개가 주를 이루었으며 동양권에서는 일본 경찰 그리고 최근에는 중국에 대한 중요성의 인식과 더불어 중국 경찰에 대한 소개도 활발해지고 있다. 이에 반해 아세안(ASEAN)을 중심으로 한 동남아 지역에 대한 경찰 소개는 이 지역국가들이 식민지 지배를 오래 받아왔으므로 경찰 조직이나 제도적 측면에서 상대적으로 낙후되어 있고 식민지 통치를 해왔던 국가들의 경찰 제도와 별반 차이가 없으리라는 선입견으로 인하여 별다른 소개는 없었다. 그러나 동남 아시아 지역에 있는 나라 중 역사적으로 오랫동안 독립을 유지해 온 태국은 성격이 어느 정도 다르다고 할 수 있다. 태국은 역사적으로 보았을 때 이 지역에서 정치적, 경제적 주도권을 가지고 왔으며 오히려 우리나라에 비해 오래 전 부터 근대화된 경찰 조직을 보유해 왔다. 태국은 차크리 왕조 이래로 일찍이 서양문물을 도입하였고, 초대 경찰기관의 수장으로 이 분야에 경험이 있는 외국인들을 과감하게 영입하는 등의 조치를 통해 나라의 실정에 맞는 독특한 경찰조직을 운용해 온 것이 사실이다. 최근 태국은 가장 극심한 치안 질서에 대한 위협에 직면함에 따라 한국 경찰의 발전된 경찰 운용에 대해 많은 관심을 가지고 있으며 한국 경찰과의 적극적 교류를 추진하고 있다. 이러한 측면에서 향후 태국 왕립 경찰에 대한 보다 적극적인 이해와 연구를 통한 많은 경험과 지식의 축적이 요구된다고 하겠다. 따라서 이러한 관점에서 역사적 변천과정을 통한 태국 왕립경찰의 운영체제와 조직·기능과 성격 규명에 대한 접근을 시도하였다.

영문 초록

Introduction of Comparative Police System was popular among scholars and students who have interest about police studies in Korea. Police system is consist of continental law system and British - America law system. Police system of British and America, France, Germany are well known to students and these are typical cases. area. The introduction and study of Japan police is popular case in Asia, and there are some introduction about China police recently. However, the introduction of ASEAN countries police systems have been ignored for long time. There are some understandable reasons. For instance, these systems are considered as result of colonial domination, therefore they are regarded as similar with their masters systems. But we should focus on the Thailand police system. Under severe depression of western countries invasion to Asia, Thailand have continued to maintain the nation s independence and sustained modernized police organization for 150 years since Lama Ⅳ s opening diplomatic decision. According to Thailand history, they opened the door to western countries and designated good experienced foreigner as Police Commissioner. Royal Thai Police are confronted with illegal assemblies and demonstration lately. They also have deep interest to exchange a information, cooperation between Korea and Thai police. For example, They have concern about repression and control of mob. We need more closed cooperation and exchange of information and understanding each other. My concern is to start the ignition of Royal Thai Police studies. This article is consist of Royal Thai Police s role, function and a characteristics.
