국문 초록

특별교부금 국가시책사업 평가는 2016년 1월 12일 지방교육재정교부금법 시행령 제3조의2(특별교부금 교부 대상 국가시책사업의 평가 등)가 신설되면서 본격적으로 실효성을 가지고 시행되게 되었다. 본 연구에서는 정책평가의 이론적 관점에서 제도가 확립되기 전의 특별교부금사업 평가를 분석하였다. 2010년부터 2015년까지의 특별교부금 국가시책사업 평가제도 운영실태와 성과를 살펴보고, 개선과제를 제안하였다. 평가의 목적은 각 연도별 예산과 사업 규모에 따라 다소 변동이 있었으나, 주로 사업의 추진경과와 성과에 대한 점검과 다음연도 사업 및 예산 규모 선정에 반영하기 위한 환류의 성격이 강하게 나타났다. 평가대상 사업은 초기에 비해 점차 확대되어, 2015년에는 6개 소위원회에서 29개 정책분야에 해당하는 사업을 대상으로 평가를 진행하였다. 평가방법에 있어서는 서면평가, 설문조사, 현장평가, 종합평가를 활용하여 다각적 방면에서 사업을 분석·파악하고자 하였다. 평가지표로는 사업의 계획-집행-성과(결과)-환류의 4개 영역에 걸쳐 세부적인 지표가 설정되었고, 영역별 배점은 연도별로 차이가 있지만 신규사업의 수가 점차 줄어든 최근에는 성과의 비중이 약 50%로 증가하는 양상을 보였다. 또한 특별교부금 국가시책사업 평가가 정착되면서 최근 3년간 성과지표로서 투입지표보다 과정·산출지표와 결과지표가 늘어나고 있어 사업평가가 성과관리 체계 확립에 긍정적인 영향을 미치는 것으로 파악되었다. 이밖에도 특별교부금 국가시책사업의 평가등급과 예산증감률에 영향을 미치는 요인을 분석한 결과, 평가등급이 높은 사업일수록 성과지표로서 투입·과정지표가 아닌 결과지표를 설정한 것으로 나타났다. 또한 전년도 대비 사업비 증감률은 사업연도가 최근일수록, 사업연차가 길어질수록 감소하는 것으로 나타났으며, 사업비의 절대적 규모가 클수록 증감률은 크게 나타났다. 그러나 전년도 특별교부금 사업 평가결과는 차년도 예산편성에 통계적으로 유의미한 영향을 주지는 않았다. 이상의 결과를 토대로 평가제도의 개선과제로는 평가의 타당성과 신뢰도 제고를 통한 평가체계 확립, 피평가자의 적극적 참여를 유도하기 위한 인센티브 제도 수립, 평가결과를 다음연도 사업계획에 반영할 수 있는 적극적 환류체계 마련 등이 제안되었다.

영문 초록

The evaluation for National Policy Project given Special Subsidy has been come into force with the new settlement of enforcement decree 2 of Article 3(the evaluation for National Policy Project which is the object of Special Subsidy recipient etc.) on January 12thin 2016.This research has analyzed the evaluation for the Project of Special Subsidy before establishing the system in theoretical perspective of policy evaluation and has suggested tasks for improvement after considering operating status and achievement of the evaluation for National Policy Project Given Special Subsidy from 2010 to 2015. Although the purpose of the evaluation has been changed somehow, it shows mainly the propulsion progress of the project, inspection for the accomplishment and the nature of feedback strongly to be reflected to selection of the project of next year and the scale of the budget. The project has been enlarged gradually than the early years, it’s been evaluated all projects of 29 policy fields in 6 subcommittees in 2015. In terms of the evaluation method, multilateral ways such as documentary evaluation, survey, field evaluation and comprehensive evaluation are used to analyze and understand the project. From the evaluation of the National Policy Project given Special Subsidy, the accomplishment index of the project for recent 3 years has been improved. Since the number of index for the process·production and result has been increased, the support to establish a continuous accomplishment management system is needed. Also, as the relation between the evaluation result and the budget of National Policy Project given Special Subsidy has been analyzed, no big difference of budget change for next year is in high level, but big decrease rate of budget is in low level and it is analyzed as the well operated feedback function of evaluation. In revised enforcement decree of Subsidy Law, since the reduction and abolition of the business for the result of the evaluation is stipulated, the feedback system for the result of future evaluation will be strengthened more.
