국문 초록

본 연구는 지방교육재정 평가제도의 성과를 분석하고 향후 과제를 제시하는 데 목적이 있다. 이를 위해서 그동안 시행되어온 ‘시·도교육청 평가에서 재정영역평가’와 ‘지방교육재정 분석·진단제도’의 성과를 평가하고, 이를 토대로 2015년부터 시작된 지방교육재정 운용성과 평가제도의 개선과제를 제시하였다. 지방교육재정 평가제도의 성과를 분석하기 위한 평가영역은 재원 확보 노력, 재원배분의 적정성, 예산집행의 효율성으로 설정하였으며, 교육통계사이트에서 제공하는 교육재정 항목 가운데 2008년부터 2014년까지 7개년도의 교육비특별회계 세입·세출 결산 데이터를 분석하였다. 분석 결과를 종합해 볼 때, 총 세출에서 인건비가 차지하는 비중은 지속적으로 감소하였고, 예산집행의 계획성은 크게 개선되었으나, 자체수입의 비중은 계속하여 감소하여 중앙정부에 대한 시·도교육청의 재정의존도는 더욱 증가해 왔다. 전체적으로 예산집행의 효율성은 높아졌으나 재원의 자구성은 개선되지 못한 것으로 나타났다. 이러한 분석결과를 중심으로 지방교육재정 환류제도 정착, 지방교육재정의 계획적 운영 유도, 지방교육재정 운용 성과평가제도의 ‘성과’ 유도를 위한 실효성 제고 등을 제언하였다.

영문 초록

The purpose of this study is to analyze the evaluation system of local education finance and to present future tasks. We discussed the achievements of the local education finance performance and evaluation system based on the evaluation of financial districts in the evaluation of the local of education, and the analysis and diagnosis system of local education finance. In order to provide policy implications, we proposed the improvement project based on the current evaluation system on outcome of local education finance. In order to analyze the performance of the local education financial evaluation system in the meantime, we will focus on the efforts to secure financial resources, the adequacy of resources, and the efficiency of budget execution using data of educational finance from 2008 to 2014. The results of the analysis are as follows. According to the results of the analysis, the proportion of the personnel expenses in the total expenditure has been continuously decreased, and the planning of the budget execution has been greatly improved. However, the proportion of the own-source revenue increased even more. Overall, the efficiency of budget execution has improved, but the composition of financial resources has not improved. Based on the results of this analysis, it suggested the establishment of the local education finance system, inducing the planned operation of local education finances, and improving the performance of evaluation system on outcome of local educational finance.
