국문 초록

최근 재정연구의 큰 흐름은 제도(institutions)가 재정성과에 어떤 영향을 미치는가에 관한 연구이다. 이러한 연구는 크게 두 가지 흐름으로 나눌 수 있는데, 하나는 재정운용을 둘러싼 정치·행정 제도가 재정성과에 어떤 영향을 미치는가에 관한 거시적 차원의 연구이며 다른 하나는 특정한 예산제도(budget institutions)가 재무행정의 목표라 할 수 있는 총량적 재정규율, 배분적 효율성, 기술적 효율성의 달성에 어떤 영향을 미치는가에 관한 미시적 차원의 연구이다. 재정운용을 둘러싼 거시적 제도에 초점을 맞추는 연구와 예산제도가 재정운용에 영향을 미치는 미시적 차원의 연구를 통틀어 재정제도주의(fiscal institutionalism)라고 부른다. 본 연구는 이러한 재정제도주의의 관점에서 우리나라의 제도적 맥락, 예산제도, 그리고 예산과정 참여자 간 상호작용패턴이 고등교육 재정정책의 형성과 집행 및 그 결과에 어떤 영향을 미쳤는가를 분석하는 연구이다.

영문 초록

This paper attempts to provide a fiscal institutionalist analysis of higher education finance policy in Korea. In the area of public budgeting and finance studies, a new research trend called fiscal institutionalism has emerged. The main research interest of fiscal institutionalism revolves around the effects of institutions on fiscal performance. At the macro level, this strand of research tries to unravel to what extent and in what way political and administrative institutions affect fiscal performance. At the micro level, fiscal institutionalism attempts to analyze the effects of budgetary institutions on the three objectives of public financial management, that is, aggregate fiscal discipline, allocative efficiency, and technical efficiency. In this respect, this paper attempts to provide a detailed analysis of how and to what extent Korea’s institutional arrangements, budgetary institutions, and the pattern of interactions among the participants of budgetary processes have influenced the formation, implementation, and societal consequences of Korea’s higher education finance policy.
