한-미 FTA의 경제적 효과 분석: 농산업 부문의 교역을 중심으로

국문 초록

본 연구는 2012년 3월 발효된 한-미 FTA의 1년이 지난 시점에서 한국과 미국의 농수산식품의 교역에서 나타난 변화를 분석하고, 나아가 한-미 FTA의 교역 효과를 제고하기 위한 시사점을 도출하고자 하였다. 양국간 교역 상위 품목의 상대수출증감율 및 상대수입증감율, 그리고 FTA 관세 양허율을 토대로 분석한 결과는 다음과 같다. ⅰ) FTA 1년간 한국의 대미 상대수출증감율은 전체적으로 평균 7.7% 포인트 증가하여, 수출측 면의 교역효과는 양호하였고, ⅱ) 한국의 대미 상대수입증감율은 평균 14.5% 포인트 감소하여, 단기간의 수입측면의 교역효과는 나타나지 않았으며, ⅲ) 대미 주요 수출품목을 중심으로 미국의 FTA 관세 인하율이 높을수록 한국의 상대수출증감율이 높게 증가하여, 한국 기업들이 FTA를 적극 활용하고 있으며, ⅳ) 한국의 관세 인하율과 대미 상대수입증가율과는 관련성이 없는 것으로 나타났다. 한-미 FTA의 효과를 제고하기 위한 정책과 시사점으로는, 수출교역 증대를 위해서는 ⅰ) 미국 관세 인하율이 큰 품목에 대해서는 현지의 주류시장 및 히스패닉계를 타겟으로 시장세분화 모색, ⅱ) 한류를 활용하여 한국의 식문화 전파와 연계한 수출 마케팅 전개, ⅲ) FTA의 관세 혜택을 극대화할 수 있도록 수출상품의 체계화된 원산지 관리가 필요하다. 한편 미국과의 수입교역 측면에서 시사점을 보면, ⅰ) 단기간에 대미 수입은 크게 증가하지 않을 전망이고, ⅱ) 수입대체가 발생하는 과일류와 국내 생산 기반이 취약한 축산물은 점진적으로 수입이 증가할 전망이며, ⅲ) 한국의 농산업 부문은 한미 FTA의 피해를 최소화하기 위한 정부의 재정지원으로 장기적으로 경쟁력을 갖추고, 점진적인 교역증대가 전망된다.

영문 초록

As of one year since the entry into force of Korea-US FTA on March 2012, this study analysed on how agricultural food sectors of Korea and the US have been changed in their trades due to the FTA, and proposed some implications and practical alternatives to increase future trade between two countries. The results are as follows. First, the relative percentage change in Korean exports to the US increased by average 7.7% point. It means the effect on export aspect due to the FTA exists somewhat. Second, the relative percentage change in Korean imports from the US decreased by average 14.5% point. It means the effect on import aspect doesn’t nearly exist in a short period. Third, the higher the concession rate of customs duty of the US was, the higher the relative percentage change in Korean exports to the US tended to increase for the main strategic products. It is estimated that Korean exporting firms utilized actively the FTA. However, The concession rate of duty of Korea was shown to be not nearly related to the relative percentage change in Korean imports from the US. Some implications and policies to enhance the effect of the FTA are as follows. In order to expand an exporting trade with the US, first, market segmentation needs to be pushed forward toward main stream market and Hispanics for the items with highly conceded duty. Second, marketing promotion and vendor oriented marketing should be propelled using global Korean Wave. Third, exporting firms should manage efficiently the place of origin for products to benefit from the lowered tariff. Meanwhile, in import aspect, imports from the US would not increase greatly in a short period by the FTA, but in a long term view, agricultural food sectors in Korea would have competency in its production and trade by financial supports to minimize the damage from the FTA.
