국문 초록

본 연구는 산업클러스터 정책이 효율적으로 추진되었는가 하는 것을 살펴보기 위하여 산업단지 내기업들을 대상으로 기업의 경쟁력 변화를 분석하고, 이를 토대로 대내외 환경변화를 반영할 수 있는 새로운 산업클러스터의 발전전략을 제시하는 데 목적이 있다. 분석모형은 먼저 산업클러스터의 기업경쟁력 분석으로서 산업클러스터 활동이 기업의 혁신역량 등 기업의 경쟁력에 미치는 영향을 2004년과 2007년을 비교하여 분석하고, 산업 클러스터 활동의 유형을 분류하여 중요도와 만족도를 조사함으로써 사업 유형별 기업의 경쟁력 변화를 평가하였다. 또한, 가치사슬에 따른 분석모형은 산업클러스터 활동이 구매에서부터 인사관리까지 기능별로 기업활동의 가치사슬 상 일련의 과정 중 어떤 분야에 더욱 많은 영향을 미쳤는가를 분석하였다. 분석결과 산업클러스터 정책 추진에 따른 기업의 혁신역량과 R&D 역량은 빠르게 개선되고 있는 것으로 나타나고 있으나, 연구개발에 대한 투자는 매우 제한적임을 알 수 있다. 산업클러스터의 입지적 장점에 따른 기업경쟁력 분석 결과에 혁신기관의 역할, 납품근접성, 연구기관 및 대학과의 협력은 긍정적으로 평가되고 있는 반면 개발인력의 확보, 생산인력의 확보, 그리고 기술협력, 전략적 제휴를 위한 업체의 집적도는 부정적인 것으로 인식하고 있는 것으로 나타났다. 산업클러스터 집적화에 따라 클러스터 내 기업들의 전북권 구매거래, 판매거래, 금융재정, 법률회계, 연구개발, 교육훈련 부분 등의 거래비중은 모두 증가하고 있는 것으로 나타났으나, 부품 및 원자재의 조달 부분인 구매거래의 경우에는 전북권 내 거래가 증가하고 있음에도 불구하고 아직 34%에 이르고 있어, 회원사들이 공동으로 필요로 하거나 비중이 큰 핵심 원자재 및 부품업체의 본사 혹은 자회 사의 유치에도 신경을 기울여야 할 것으로 보인다. 산업클러스터 내 기업들의 경쟁력 수준을 그들 스스로 생각하는 최고의 업체와 비교하여 측정한 결과 판매활동, 정보화활동, 개발활동, 경영활동 등이 가장 낮은 점수를 받았고, 상대적으로 품질활동이 가장 높은 경쟁력을 갖은 것으로 나타났다. 또한, 클러스터 내 기업들은 신제품 및 기술개발활동, 공정관리활동, 마케팅 및 판매활동, 그리고 구매 및 자재관리활동이 전략적으로 중요하나 현재 자기 회사의 경쟁력 수준이 높지 않은 즉 아직 경쟁기업에 비해 격차가 큰 분야(긴급 개선분야)로 인식하고 있어 이들 분야 활동의 경쟁력 수준이 빠르게 향상될 수 있도록 보다 신속하고 강력한 지원이 필요할 것으로 판단된다.

영문 초록

The purpose of this research is to analyze how effective the Industrial Cluster Project in Korea has been forwarded based on the change of the companies competitiveness in the industrial complex through out the nation and suggest the development strategies of the industrial cluster upon circumstance changes. Firstly, the model of analysing company competitiveness change is evaluated how the Industrial Cluster activities influence to the company competitiveness on the comparison between 2004 and 2007 and the patterns of the Industrial Cluster activities was been classified and analysed to the importance and satisfaction. Also, the sample analysis based on the value change in company activity was studied how the industrial cluster activities had affected on the company activity process from the purchasing to the personal management systems. The analysis conclusion of the industrial cluster policy propulsion shows how rapidly improve the companies innovative and R&D capability, however investment on R&D is very limited. The elements such as the functions of innovative organizations, easiness of the delivery, the cooperation between the research facilities and the universities are approved as the affirmatives. However, the ensuranc of the research and development manpower, the production manpower, the technological collaboration and the strategical coalition was evaluated as negative phrase. The study also shows the percentages of the transactions related with the purchasing trade, the sales trade, the financial legislation, accounts and R&D, education training in Jeonbuk area has been increased, although in the case of the purchasing trade, it still remains only 34% even the rest aspects are increased. The companies evaluated themselves of the lowest levels in the fields of marketing, information activities, R&D and the management, but they give top scores in the quality activities. Also the companies in the industrial complex acknowledge the importance of the development new products, R&D activities, the fair management, the marketing, production and purchasing, the management of element are the most important aspects. They still recognize themselves as the low competitiveness and under estimative. So, it needs more intensive supports in the various fields.
