영문 초록

The purpose of this paper is to analyze economic impacts of shipping and port policies on GDP, trades, household incomes and government revenues via a shipping and port based CGE (Computable General Equilibrium) model for Korea. This model can quantify economic outcomes of shipping and port economic activities in terms of behavior interdependences among the economic agents such as the household, 12 producers, the government and the rest of world. This paper reveals that the government investments on the coastal shipping industry by 1 trillion Korean Won could lead to an increase in gross domestic product by 0.021%, which is followed by port operation industry (0.012%) and supporting industry of shipping and port sector (0.012%). The improvement of technical efficiency of the supporting industry of shipping and port sector and the port construction industry by 10% would increase the gross domestic product by 0.031% and 0.022% respectively. However, the reduction of indirect tax rates by 20% could not affect the GDP with a slight decrease in the government revenues. This implies implementation of shipping and port policies such as the promotion of coastal water transportation and the modernization of port loading/unloading equipment and port integrated system.
