교육예산 지출변동 패턴 분석 연구

국문 초록

본 연구는 중앙정부 및 지방정부 차원에서 한국의 교육예산 및 지방교육재정 예산 규모의 변동이 어떠한 패턴을 지니고 있는지를 분석하는 것을 목적으로 한다. 이를 위해 본 연구에서는 예산결정이론으로서의 단절균형이론(punctuated equilibrium theory)을 지방교육재정 분야에서 적용가능성을 탐색하고자 하였다. 분석자료는 1963~2015년도까지의 교육예산, 지방교육재정교부금 및 양여금 자료를 활용하였고, GDP 디플레이터를 사용하여 2010년 기준 불변가격으로 환산한 다음 연도별 백분율 변화를 구하는 과정을 거쳤다. 교육예산의 단절균형 검증을 위해 수리적 접근 및 통계량을 통한 정규성 검정 등의 방법을 적용하였다. 분석결과에 의하면, 교육예산 및 지방교육재정교부금의 단절균형은 세첨분포를 따르는 것으로 나타났으나 유의수준이 모두 5%나 10% 수준에서만 유의하였으며, 검정통계량에 따라 귀무가설에 대한 기각여부가 달라지는 등 정규성에 대한 위배가 아주 강하다고는 볼 수는 없어 일반 재정 지출변동 패턴과는 차이를 나타내고 있음을 검증하였다. 또한 지방교육재정의 지출 비중 분석을 통해 인건비와 이전지출비는 증가하였으나 교수학습비, 학교교육여건개선 등의 지출은 감소하는 패턴을 확인하였다. 이러한 분석결과를 바탕으로 우리나라 교육예산의 지출변동에 영향을 미치는 요인 탐색, 지방교육예산 지출변동 영향요인, 미래 재정 추계 등의 필요성 등을 제언하였다.

영문 초록

The purpose of this study was to analyze the pattern of changes in education spending Korea budget and local budgets in the educational finance the central government and provincial government. In this study, a balanced budget decision theory as a punctuated equilibrium theory for this purpose was to explore the feasibility at local educational finance sector. The data were analyzed utilizing the education budget, local education funding and grant resources to the fiscal year 1963-2015, one using the GDP deflator terms of constant prices in 2010 and then underwent a standard procedure to obtain the annual percentage change. Normality Test methods of access, such as through mathematical and statistics, such as why kurtosis help to break the punctuated equilibrium theory of the education budget was applied. According to the analysis, the education budget and break the balance of local education funding grant was significant only appear nateu or 5% of all of the significant level or the 10% level to follow the leptokurtic distribution, is whether to reject for the null hypothesis that depends on the test statistic. the contrary view is that it can be very strong for such normality was not verified that represents the difference between the normal spending patterns change. Based on these results we suggest the necessity of such factors such as navigation, estimates the financial impact on the future fluctuations of the Korean education spending budget.
