국문 초록

본 연구는 지자체가 출연하는 대학생 대상 장학금 지원 사업의 운영 현황 및 주요 쟁점을 분석하고 개선방안을 마련하는데 목적이 있다. 이를 위해 본 연구는 83개 지자체 출연 장학재단을 대상으로 설문조사를 실시하였으며, 지자체와 한국장학재단, 대학 등의 장학금 사업 관계자 13명을 면담하였다. 연구결과에 따르면, 지자체의 경제적 여건에 따라 출연한 장학금의 규모가 달랐으며, 장학금 사업 운영 일정이나 신청자 모집, 장학금 수혜 대상자 선발, 장학금 지급 및 전달 방식, 이중지원방지시스템 등록 여부 등에서도 상당한 차이가 나타났다. 이런 차이는 지자체 장학금 지원 사업의 '형평성'이나 장학금 사업 운영의 '효율성', 장학금 지원의 '투명성' 및 '충분성' 측면에서 다양한 쟁점들을 유발하고 있는 것으로 나타났다. 본 연구는 이러한 연구결과를 토대로 다음과 같은 개선방안을 제시하고자 한다. 첫째, 장학금 수혜의 형평성을 제고하기 위해 정부 및 한국장학재단과 지자체 출연 장학재단이 장학금 신청 학생의 소득분위 정보 및 장학금 수혜 정보를 공유할 수 있어야 한다. 둘째, 장학금 사업의 효율성을 제고하기 위해 통합 데이터베이스 구축이 필요하며 장학금 지원 대상자 선발 및 지급 시점을 새로운 학기 시작 전으로 조정할 필요가 있다. 셋째, 장학금 사업의 투명성을 제고하기 위해 지자체 출연 장학재단이 정부의 이중지원방지시스템에 참여하도록 관련 사항을 법제화할 필요가 있다. 넷째, 장학금 지원 규모의 충분성을 확보하기 위해 지원 범위를 학생의 등록금뿐만 아니라 생활비 지원까지로 확대할 필요가 있다.

영문 초록

The purpose of this article is to analyze on the actual condition and current issues of college student financial aid programs from local governments in Korea, and to elicit improvement plans. In order to analyze the research questions, survey which was targeted for 83 local governments were distributed and in-depth analysis was made through interviewing 13 personnels who are in charge of financial aid programs in various stakeholder including local governments, KOSAF(Korean Student Aid Foundation) and universities. As a result, the current issues of student financial aid program from local government are as follows: First, the amount of financial aid differs by economic status of local governments. Second, each local government has different schedules and methods for recruitment, selection, payment, enrollment on the government's double support prevent system, and assessment. It was found that such kinds of differences are causing problems related to issues regarding equity, efficiency, transparency, and sufficiency of financial aid. Based on the analysis of this study, suggestions to local governments' financial aid program are as follow: First, in order to verify information on financial aid program recipients more efficiently and appropriately, further data on quantiles of household income, student grades, and student's financial aid record needs to be provided. Second, a centralized, integrated database system is needed to achieve holistic approach of the financial aid program. Also, the study suggests that it may be useful to adjust selection and payment schedules before the semester begins to achieve more effectiveness. Third, in order to guarantee equity and transparency of financial aid programs, official reporting system needs to be legally institutionalized for local governments to prevent double payment error. Finally, to secure sufficient effect of financial aid to the recipients, institutions should consider supporting living expenses of university students and tuition fees as well.
