영문 초록

Chonnam provincial office will be moved to Muack, which is newly constructed in southeastern part of Chonnam Province. While the relocation of the provincial office will bring positive economic impacts to Chonnam Province, it will also bring negative economic impacts to Kwangju because the provincial office is the most important public service producer in the city. This study is to estimate economic impacts of the relocation by adopting a regional input-output model, which is derived by an location-quotient approach. Input-output model is widely used in regional studies to measure economic impacts of an economic event. The relocation of the provincial office decreases an amount of public services produced in Kwangju, and this initial direct impact causes backward and forward indirect effects to various industries that is linked with the service production industry. This study can assess these direct and indirect effects of the relocation by using an input-output model. The empirical results of the study can be summarized as follows: (1) The relocation will decrease city outputs approximately by 1,300-2,700 billion Won, increase unemployment by 4.000-8.000 people, and decrease total income of the city by 423 billion Won. (2) The relocation is also expected to replace 12,000-26,000 people from Kwangju to Chonnam. (3) Economic impacts will be mostly concentrated in service related industries, except several manufacturing industries that take considerable impacts. The results are based on three senarios about direct impacts of the relocation, thus resulting in possible measurement errors. The study suggests systematic planning to boost the economy in Kweangju is necessary in order to offset negative economic effects of the relocation.
