영문 초록

The self-help and autonomous regional development is critical in the time of local autonomy. The success of regional development depends upon the degree of regional capacity, which is called civil vitality. The civil vitality of a region inevitably reflects the political, economic and social structures of the region. This paper seeks how to promote the civil vitality of Mokpo, the secondary city of Korea by identifying the reality and its causes of the civil vitality of the city. The study was conducted by analyzing questionnaire and interview surveys and the secondary data. The most serious constraints in the promotion of civil vitality is found the drainage of qualitative human resources, the excessive reliance of local elites to the central government and weak cooperation between local government and civil organizations as well. Meanwhile, the cohort of the thirties through forties in Mokpo can be a great potential for civil vitality in that the group is highly motivated by its higher education, its innovative orientation and its higher participation desire to the community. Moreover the cohort consist of large numbers in population. Activating life-time education programs in Mokpo and forming strong network between civil organizations, between local authority and civil organizations in-and-out the locality is critical in promoting civil vitality of the city, where the role of local government to support the civil vitality is highly helpful.
