영문 초록

This study aims to provide a long-term framework for new additional investment and maintainable investment of traffic and transportation parts which should be considered in the twenty-first century. It intends to raise problems accumulated in the lack of investment and divers financial deficiency, consider rapidly changing intra and international situations, and to make some suggestions to solve the problems in the field of traffic facilities management and operation. The lack of SOC and structural fragility has been increasing transportation cost and trafic expenses, causing the weakness of our industrial competition, and functioning as the decrease of the quality of life. The cause of much transportation cost and traffic expenses is that investment financial resources depend on government, constant investments cannot be formed safely. The result was formed unbalanced investments for practical necessary parts. Therefore, the vision and strategies suggested in this study are oriented toward the concept of traffic and transportation parts in the twenty-first century. The meanings of this concept are four-fold: integration with the North-east Asia through outwardly open management: security of the investment financial resources: transparent and simplified systems and procedures: strengthening the private capital inducement.
