영문 초록

The purpose of this study is to provide policy directions for rebuilding deteriorated high-density apartment complexes in the area of Seoul. This study focuses on the floor-to-area ratio indicating the physical density which has a substantial influence on making profit in rebuilding projects. High-density apartment complexes have been built since the 1980s. Now, the number of apartments presents about 43% of total housing units in Seoul and the half of apartments is known as high-density buildings which have the floor-to-area ratio over 200%. Under this condition, it is required to prepare policies against the deterioration of high-density apartment complexes. This study provides policy implications that residents` efforts and governmental support are vital to the implementation of rebuilding projects. Residents should make an effort to extend buildings` span of life through the regular maintenance and renovation, and to accumulate money for rebuilding apartments in the future. In addition, central and local governments induce these efforts through regulative and financial support. This study argues that we will face with serious social problems such as the emergence of urban slums, the traffic congestion, and the rent increase unless long term plans for rebuilding high-density apartments are established.
