영문 초록

It is believed that the planning environment within which planning practices are performed has undergone a process of fundamental transformation. The structural change may be discussed in terms of the rise of the market and the simultaneous demise of the role of the state, by which neoliberal regulatory influences have overshadowed the methods and processes in planning practices. Under the increasing influence of neoliberal forces, planning thoughts in Korean are dominated by unshakable belief in a positive science and technology. Models of planning tend, therefore, to be centralized, elitist and technical rather than devolved, democratic and normative. With planning thoughts biased on the social engineering and rational science, planning cannot be an instrument to countervail the relentless forces of neoliberal market ethos. It is the time to find a new planning thought which enables us to escape from a number of social strains. Structural planning is suggested as an alternative, which mirrors the difference between traditional planning thoughts and transformative objectives of planning. Structural planning would be the vehicle for radical change in the distribution of social and political resources and life chances between different social groups in society, thereby preventing an exclusion of marginalized social groups from the political process. Thus, the practice of structuring social planning will lead to a restructuring of existing social relations, which, in turn, pushes the political community toward an inclusive democracy. Planning thoughts that contribute to the formation of inclusive democracy should be responsive, just and emancipatory.
