영문 초록

Since the 1960`s, Strategy of rural planning has been changed from those put weight on constructing agricultural infrastructure to those concerned with residential environmental improvement or regional development in korea. Rural planning has been advanced, but has not been developed to the stage of the level of urban planning. The current rural planning is confronted with many theoretical and experimental problems. It can not satisfy people`s requirement which is caused by many rural changes, that is enlargement of people`s living radius, weakening of common tie, increasement of non-farming families in rural areas. Therefore, it is necessary to define new concept of rural planning and to make new rural development policy. New concept of rural planning must be formulated in the consideration of following points. First, understand rural planning to be one of the regional planning, Second, rural planning should be reached to the equal level of urban planning, Third, strengthening the role of local government and citizen participation in the rural planning process, Fourth, consider contents of rural planning involing the phycal, economic and social planning of development within rural and sub-rural area, fifth, introduce land use planning system of urban planning into rural planning.
