영문 초록

The purpose of the development promotion zone (DPZ) system has the policy intention to decrease the regional disparity, being deepened in the national economic process, first at the most underdeveloped regions. But the tendency to try anything through something special has been spread as adminstrative as well as legal customary so that the DPZ system is not exceptional against it. In spite of that, it seems not very successful to develop a particular area through some special system, separated from general planning system, because it cannot evolve by itself without cooperation with the other areas and the other development systems. The paper tries to prove the condition why the existing DPZs are not so much productive. In practice, there are few efficient means for DPZ without surrounding infra improvement. The reasons are analyzed as follows: First, the system focuses in the new development frame, DPZ, rather than their background factors to be solved; Second, it recognizes the key issue in qualifying DPZ for the allocation of financial support; Third, its criteria of qualification lack flexibilities, confined within the stubborn five indicators; Fourth, it excludes the relevant investments, an essential prerequisite to DPZ only with the reason they are not fitted the frame; Lastly, it fails to find their well-being environment most important although it is natural that there always exist disparities between cities and rural areas. This paper also analyzes the pain of Tchung Yang DPZ, only one in the province as of 1997, borrowing all the ideas from the existing Planning systems, and furthermore takes its prospects in which the planned investments must be carried out at the rate of above 28% of the total budget annually until the year of 2000, for the remained only 3 years.
