국문 초록

국제 투명성 기구는 2013년에 13개 원천자료들에 근거해서 부패인식도(CPI)에 대한 국가들의 순위를 평가하고 있다. CPI의 측정 자료인 13개 자료들은 AFDB, BF(SGI), BF(BTI), FH, TI, WB, WJP, WEF, EIU, GI, IMD, PERC, PRS등이 포함되는데 CPI 의 순위와 각 자료들 사이에는 높은 상관관계가 있다. 우리나라의 부패수준을 측정하는 CPI 원천자료로는 BF(SGI), BF(BTI), TI, WJP, WEF, EIU, GI, IMD, PERC, PRS 등 이 포함되고 있는데, 10개 기관 중에 가장 낮은 평가를 받은 기관들은 정치•경제 리스크 컨설턴시(PERC-Political and Economic Risk Consultancy Asian Intelligence), 정치 위기분석기관의 국제국가위험지수(PRS-Political Risk Services International Country Risk Guide), 세계경쟁력보고서(WEF-World Economic Forum Executive Opinion Survey)등이 포함된다. 이 기관들에 의해 지적되어진 낮은 평가를 받은 요소들에 대한 정부의 집중적, 선택적, 전략적인 행정 통제의 역할과 기능을 통해 CPI 지수의 개선을 모색할 수 있을 것이다. CPI의 부패 지수를 개선시키기 위해 내부적•제도적 행정 통제의 수단을 통한 정책적 시사점을 도출하였다.

영문 초록

Transparency International(TI) has determined the ranking of countries based on the original references of thirteen organizations in terms of CPI(Corruption Perception Index) in 2013. The original references provided by BF(SGI), BF(BTI), TI, WJP, WEF, EIU, GI, IMD, PERC, and PRS are used to measure the level of CPI for Korea in 2013. The three organizations including PERC(Political and Economic Risk Consultancy Asian Intelligence), PRS(Political Risk Services International Country Risk Guide), and WEF(World Economic Forum Executive Opinion Survey) have analyzed that the assessment in terms of the standard of integrity in Korea is generally regarded as the high level of corruption. By the analysis of original references provided by three organizations, the strategy to improve a high corruption index can, as a matter of fact, be provided by the role and function of intensive, selective, and strategic administration control. Consequently, the strategy to strength the internal and institutional administration control will essentially be necessary to improve the level of CPI in Korea.
